DATA LINK (FDL) TERMINALS FOR USE IN THE AIR FORCE F-15 FIGHTER, ES AND
THE PERFORMANCE OF ANCILLARY TASKS. SOL N00039-96-R-0038(Q) POC Charles
Nurse, 02-21, (703) 602-0839. Synopsis No. 16. This effort is for the
qualification and production of approximately 500 Multifunctional
Information Distribution System (MIDS) Fighter Data Link (FDL)
terminals for use in the Air Force F-15 fighter, plus spares, logistic
support and the performance of ancillary tasks. The United States (US)
Department of the Navy, Space and Naval Warfare Systems Command
(SPAWARSYSCOM), in support of the Program Executive Officer for Space,
Communications and Sensors (PEO-SCS), intends to issue a competitive
Request for Proposal (RFP) for this requirement. There is currently a
DRAFT RFP on the SPAWARSYSCOM Bulletin Board System (BBS). It is
anticipated that the formal RFP for this requirement will be on the BBS
by January 5, 1995. *After release of the formal RFP, it is anticipated
that forty-five (45) days will be allowed for proposal submission.
Potential offerors must possess a SECRET facility clearance at time of
award. The MIDS FDL is an advanced data link system that provides
information distribution, precise position location, and identification
capabilities for military applications. MIDS FDL provides these
capabilities through the use of a time division multiple access
architecture, spread spectrum waveform, and embedded cryptographic
features. The MIDS FDL terminal must be: (a) interoperable with the
JTIDS Class 2/MIDS waveform, (b) compliant with the TADIL-J message
standard, and (c) compatible with the existing F-15/JTIDS interfaces
and fit within the F-15. The Government intends to award multiple
contracts for a terminal qualification effort spanning approximately
sixteen months. The Government anticipates that the value for each of
the contracts, during the qualification phase, will not exceed $2M. The
contracts will include options for license rights in technical data and
computer software, and options for pilot production (50 units each),
rate production (400-450 units), plus warranty, followed by Contractor
Logistics Support (CLS) efforts. At the end of the qualification
effort, qualified contractors will be required to provid firm pricing
for the pilot production and rate production options, which will be
evaluated along with other contractor furnished technical data in order
to select up to two sources for pilot production and one source for
rate production. Both the draft and formal RFPs, and other information,
will only be available by calling the SPAWAR Contracts Bulletin Board
System (BBS) (703) 602-9494, and downloading it. The BBS operates at
14,400 BAUD with a setting of 8:N:1. The RFP will be in WordPerfect for
Windows 6.1 Format. The file will be compressed by a shareware program,
PKZIP204G.EXE. The RFP file name will be 96R0038.ZIP. To download this
RFP, the interested parties will need, at a minimum, a PC or MAC with
modem emulation software that supports VT100 or ANSI standard, a modem
that operates between 300 bps - 14,400 bps, and 1.5 MEG free disk
space. The Bulletin Board operates at 14,400 BAUD with a setting of
8:N:1. Interested parties can access the SPAWAR BBS by calling (703)
602-9494, and downloading the MIDS FDL 96R0038.ZIP. TELEPHONE INQUIRIES
FOR THE RFP WILL NOT BE HONORED. Interested parties who would like a
copy of the RFP must access the bulletin board. Prospective offerors
are required to supply the name and address of their company, the Point
of Contact's name and phone number on the on- line questionnaire in
order to be placed on the RFP's Bidders List. The bulletin board will
be available 24 hours a day, seven days a week, however, as demand may
be heavy, it may be necessary to call repeatedly or during off hours.
