Shelley, 208/378-5112 The solicitation will be issued on or about
January 8, 1996--Not Set Aside--Estimated price range of the work is
between $50,000 and $100,000-- first copy of the solicitation provided
at no charge. The work to be performed under this solicitation
consists of the following: Black Canyon Dam is a hydro-power dam and
pumping plant located approximately 5 miles northeast of Emmett, Idaho.
It was constructed in the early 1900's of reinforced concrete. Over the
years at the interface between the concrete and embedded metal
features, leaks and seeps have occurred. The reservoir level is
maintained high year-round to optimize power generation. Because of
this fact, there will not be an opportunity to de-water the structure
to repair these leaks. This necessitates the use of long-hole grouting
technology. There are two general areas that require this process. One
is in the vicinity of the power-pumping penstock slide gates and the
other is each of the four piers between the drum gates in the center of
the dam. The grout that must be used at all locations shall be a
polyurethane resin using water as the catalyst. Where access allows,
the grout shall be applied using the long-hole injector system. Where
access precludes use of this drilling system, grout shall be applied
locally at the interior crack surface by drilling periodic injection
holes at an angle to the surface from above and below the crack, and
then pumping grout under pressure. After the drilling is completed,
preparation for the grouting shall include air-developing, using
pressurized air or air-water mix to clean out removable soft material.
Where the long-hole system is used, core sampling shall be done as the
holes are drilled to indicate the size and number of fissures
