(908)532-1093. The US Army Project Manager for Night
Vision/Reconnaissance, Surveillance and Target Acquisition is planning
to hold an advanced planning briefing for industry (APBI) in the
January 1996 time frame to outline the program plan for the Long Range
Advanced Scout Surveillance System (LRAS3). Details of the APBI will
be posted on the US Army CECOM Electronic Bulletin board (EBB). The
LRAS3, as described in the LRAS3 Operational Requirements Document
(ORD), dated 12 Mar 1994, classified SECRET, is a long range, line of
sight system used by Army maneuver battalion scouts in both mounted and
manportable mode for reconnaissance of terrain and surveillance of
objects of tactical interest. It will provide near all-weather
reconnaissance/surveillance and target acquisition capability with
integrated 2nd Generation Forward Looking Infrared (FLIR), low light
level TV, eye safe laser range finder, digital compass, and global
positioning system. The objective LRAS3 must incorporate Standard
Advanced Dewar Assembly (SADA) II 2nd Generation Horizontal Technical
Integration (HTI) B-Kit FLIR. The LRAS3 system will operate in mounted
mode on the scout up-armored high Mobility Multi-purpose Wheeled
Vehicle (HMMWV). The system will have the capabilities such as ability
to digitize and provide imagery/information transmitted over Army
standard tactical communications networks. The Government may initially
award two or more study contracts for the LRAS3 effort or the
Government may decide to go straight into a full scale developmental
contract. Further information regarding this decision will be posted on
the CECOM EBB. The Government forecasts that the LRAS3 program will
enter Engineering & Manufacturing Development in FY 96/97 with
anticipated production of 650 systems beginning in FY 99. The LRAS3
program is being considered for Cost as an Independent Variable (CAIV)
and oral proposal acquisition reform techniques. To briefly explain
CAIV, it has three program parameters; Schedule, Performance, and Cost
(Price). Two of these variables must depend on the third. CAIV means
making performace and scheule a function of available (budgeted)
resources. Suppliers interested in the LRAS3 program and the upcoming
APBI should monitor the US Army CECOM EBB for further information.
