Coakley, Contracting Officer. The US Army CECOM, Space & Terrestrial
Communications Directorate anticipates issuance of a Best Value, full
and open competition procurement for a Satellite Communications Antenna
Tracking Subsystem (SCATS) in support of Command, Control and
Communication On-The-Move (C30TM). The contract will be a firm fixed
price contract with a option for time and material (T&M) manpower
effort to support government testing. The SCATS may be mounted in
various communication army vehicles including the HMMWV, Bradley, M1A2
Tank, and the Command Track Armored Personnel Carrier. For contractor
and government testing the SCATS will interface with UHF radios such
as the LST-5 and MST-20. In the future the SCATS will primarily
interface with the AN/PSC-5, Enhanced Manpack UHF Terminal, EMUT.
