Evaluation criteria No. 3 is hereby amended and shall read as follows: (3) LEAD DESIGNERS ARCHITECTURAL /HISTORIC PRESERVATION ENGINEERING PORTFOLIOS (20%). This is the only change to the criteria as stated in the Commerce Business Daily (CBD) announcement dated December 12, 1995. Regarding the requirement that the lead A-E firm must have an active design production office located within the georaphical area (of the five boroughs; Brooklyn, Bronx, Queens, Manhattan, & Staten Island; of the city of New York), should the lead A-E firm and the production firm be two separate entities, the Government will only except a joint venture, association agreement, or other legal entity permited by law to practice architecture or engineering between the two firms.
