The Air Force Development Test Center (AFDTC) intends to solicit and negotiate with one source under the authority of FAR 6.302-1 with DRI/McGraw-Hill, 1200 G Street, NW, 10th Floor, Washington, DC, 20005 (202) 383-3557, the only known source that can provide the government's requirement for the following services: Update and annual maintenance on the Eglin AFB, FL Econometric Model built by DRI/ McGraw-Hill. Maintenance and updates to consist of necessary revision to Econometric equations, basic data, report formats, data entry, etc. Site license and annual maintenance for EPS system are required. Replies to this synopsis should reference F08651-96-R-0169 and be provided to AFDTC/PKOV, 205 WEST D AVE, EGLIN AFB FL 32542-6862, indicating whether they are a small business concern as defined in FAR 52.219-1. All responsible sources may submit an offer which will be considered. Firms are also requested to submit information regarding their capabilities (i.e. literature, catalogues, brochures, etc.) to furnish services that comply with the requirements of the Government to AFDTC/PKOV-3. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the accurate government personnel. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals or in the source selection process.
