R -- MARINE ENGINEERING SERVICES TO SUPPORT FACILITY AND OPERATIONS AT THE SOUTH FLORIDA TESTING FACILITY, FT. LAUDERDALE, FL DUE 011596 POC Lynda Folk, Code 3324, Contract Specialist, (301) 394-3780/ Contracting Officer, Pamela Collins. The Naval Surface Warfare Center, Carderock Division, South Florida Testing Facility (NSWCCD SFTF) is seeking sources from Small Business companies in support of its facility and range operations in Ft. Lauderdale, FL. The required support is for off-range field test activities supported by SFTF personnel and equipment. These off-range activities include, but are not limited to working in conjunction with other NSWCCD field tests on the vessels SEACON and USNS Hayes. Off-range activities include, but are not limited to data acquisition, data analysis, test operations, and logistic support. Off-range operations include, but are not limited to, the Continental US, Bahamas and US Virgin Islanda. The majority of the work, however, will be in support of the SFTF in its p(rimary responsibility of maintaining and operating its surface and underwater ranges for testing weapons, signature gathering and Research and Development. Specific work requirements, and delivery schedules will be established by a series of task orders issued by the Contracting Officer over the life of the contract. Each task order will deal with a separate, specific aspect of the work to be performed. Included in these services are: (1) test support and ranging operations; (2) cable range maintenance; (3) vessel and ship's equipment maintenance and repair; (4) maintenance forecasts and analyses support; (5) preventative and corrective maintenance of electrical and mechanical systems; and (6) ocean engineering and design support. The Contractor shall provide the necessary personnel, equipment and facilities for installing and retrieving complex in-water arrays; laying, retrieving and repairing cable; installing, operating and maintaining special purpose deck equipment; installing, repairing, and maintaining shipboard mechanical, hydraulic and electrical marine equipment; maintaining complex electronics equipment; planning resource requirements; formulating preventative and corrective maintenance options; and marine surveying. Personnel are to be povided to support range operations and ship navigation. Also required are personnel to support at sea acoustic and non-acoustic data acquisition and analysis. The Contractor's prior experience shall include demonstrated expertise with in water test ranges and associated experimental equipment utilized in full-scale testing. The Contractor shall have a history of successful marine research operations; and have an office, drafting, fabrication and machine shop capability. The Contractor shall have experience with operating and maintaining marine equipment; small craft; heavy mechanical systems such as cranes and winches and electronic test and data acquisition instrumentation. Also required is an expertise in acoustic and non-acoustic full-scale data acquisition and analysis. Small boat operations and maintenance are also important, as well as the ability to provide on range testing support in general, and ship navigation (i.e., ranging and tracking) in particular. Respondents should supply the following: (1) Experience: Examples of tasks performed within the last three years which demonstrate experience in each of the six services required, i.e., description of tasks, name, address and phone number of Point of Contact of private industry or Government agency for which tasks were performed; (2) Personnel: Brief resumes of key personnel, providing description of training and work experience with emphasis on experience performing tasks similar to this requirement; (3) Facilities: Availability and description of special facilities and equipment required to perform in the technical areas under consideration; (4) state proximity of your facilities to South Florida Test Facility, Ft. Lauderdale, FL or explain how you would provide facilities in that locality; and (5) Explain how you as a small business have the capability of performing 51 percent of the effort. Any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted. To be responsive, subcontracting is acceptable if it is in compliance with the SBA guidelines. If proposed, respondents should submit names of subcontractors and their capabilities. When responding, submit two copies and reference the sources sought number above. The requiring activity is in the planning process of recompeting this requirement; therefore, there is no frmal structured requirement at this time. Acknowledgment of receipt of response will not be made, and respondents to this notice will not be notified of the results of the Naval Surface Warfare Center, evaluation of the information submitted. This notice is for information purposes only and does not commit the Government to any contractual agreements. This requirement is listed under Standard Industrial Classification (SIC) Manual as No. 8711 and annual receipts of $9M is the maximum allowed for a concern, including its affiliates, to be considered a small business.
