Notice of intent to negotiate on a sole source basis with Sports
Network International, Inc., Daytona Beach, FL, to provide sponsorship
of the National Capitol Drill Classic to be held in Washington, DC 22
- 24 March 1996 and the National High School Drill Team Championships
to be held in Daytona Beach, FL 25 - 27 April 1996. The Contractor
shall provide the Government with all management and financial aspects
for the production of both events including, team registration
paperwork and entrant fees; Contractor shall reimburse each Army unit
the preregistration fee of $100 upon registration at the National Guard
Armory; development and distribution of Standard Operating Procedure
booklet to all drill participants; drill area set-up; event
staff/personnel; minimum liability insurance for the Daytona Beach, FL
location; judges for each event; acquisition of judge manuals for each
event; scoresheets for each event; the transporting of event materials;
team package to each cadet consisting of T-shirt (one size fits all),
medallion and team photo (to be taken at each event); cadet awards
(medallions for knockout drills) and team trophies for the top five
placements in each category. Inclusive to the sponsorship package, the
Contractor shall provide the following: (a.) Cadet Command, Fort
Monroe, VA will be the host for the 1996 National High School Drill
Team Championships. The Contractor shall represent Cadet Command in all
publicity and other marketing and/or communication materials developed
for this event (i.e., posters, programs and multimedia coverage). The
Contractor shall distribute the ''Infantry Drill Magazine'' to 2,000
Army Junior ROTC directors, facilities and independent programs
worldwide. The Contractor shall include in the magazine a letter from
the Commanding General, U.S. Army Cadet Command. (b.) The Contractor
shall provide an 8' x 8' area for the U.S. Army ''Goldminer's'' team
(two personnel) to set up an information booth at both the National
Capitol Drill Classic and the National High School Drill Competition.
(c.) The Contractor shall provide and informational article on the
National Capitol Drill Classic in the 1996-97 edition of the 'Infantry
Drill Magazine''. This article shall include pictures and event
statistics. (d.) The Contractor shall provide a full page, 4-color,
black and white advertisement for the inside/front cover in the 1996-97
publication of the National Drill Team Championship, ''Infantry Drill
Magazine''. A justification and approval for other than full and open
competition is in process based on Federal Acquisition Regulation
6.302-1, Only One Responsible Source. All responsible sources may
submit a response; however, a response to this synopsis must include
technical references and any additional information indicating a bona
fide ability to meet these specific requirements. A request for
quotation shall be in writing and must state the vendor is not
currently on the Consolidated List of Debarred, Suspended and
Ineligible Contractors or otherwise ineligible to receive Government
contracts. Written response is required within thirty (30) calendar
days from the publication date of this action. No oral responses will
