Offeror shall provide a staff that is experienced in developing,
revising, updating, administering, and presenting courses of
instruction to meet the needs of the U.S. Army Corps of Engineers. The
instructor team will consist of a minimum of 2 instructors each for
the HTRW Risk Management Course and the Risk Assessment for HTRW Sites
Course. Contract type is firm fixed price requirements. HTRW Risk
Management and Decision Making Course is 20 hours in length; number of
students per session is 40. Course dates and locations are as follows:
96-01, 13-15 Aug 96, Portland, OR; 96-02, to be determined (TBD). Risk
Assessment for HTRW Sites Course is 36 hours in length; number of
students per session is 40. Course dates and locations are as follows:
96-01, 22-26 Jul 96, Denver, CO; 96-02, TBD. Additional sessions may
be required for FY96. Dates and locations will be determined at a later
date. Option Years FY97 and FY98 will be included in the contract.
Dates and locations will be determined at a later date. The Contractor
should provide an instructor team that has experience in each of the
following areas of HTRW risk assessment: data evaluation, toxicology,
uncertainty analysis, risk management, risk communication, exposure
assessment, screening level risk assessments, and ecological risk
assessment. Other technical evaluation criteria will be set forth in
the solicitation scheduled to be issued on or about 19 Jan 96. Copies
of the solicitation shall be obtained by written request without cost.
Telephonic requests will not be honored. One set of course material
may be obtained from this office at a cost of $50.00 (non-refundable).
Payment will be made by certified check, cashier's check, or money
order payable to: Finance and Accounting Officer, USAESC. All
responsible sources may submit a proposal which shall be considered by
the agency. The Standard Industrial Code applicable to this
procurement is 8999. For the purpose of this solicitation any concern
whose gross annual receipts over the past 3 year does not exceed an
average of $5,000,000 is considered a small business. Contractor must
