70 -- MAINFRAME ACQUISITION PROJECT SOL SSA-RFP-96-2570 DUE 013196 POC Marcia Friedman Katz Telephone: 410-965-9477 The Social Security Administration (SSA) is contemplating a competitive acquisition to acquire mainframe central processing units (CPUs) for use in SSA's National Computer Center (NCC) supporting all SSA processing complexes, which include the Programmatic Processing Facility, the Network Management Facility, the Management Information Services Facility and the Software Engineering Facility. The CPUs acquired under this contract will complete SSA's transition to a fully ESCON-capable mainframe environment, replace all 11 of SSA's currently active processors with 5 replacement processors, provide Parallel Sysplex enabling technology and reduce software costs under IBMs Parallel Sysplex Licensing Cost. The CPUs are designed to provide for SSA's additional projected capacity requirements through April 2000 and establish a contract source for processing capacity in the event of a disaster at the NCC. This is a firm- fixed price indefinite quantity type requirement with SSA's maximum requirement being 3,253 million instructions per second (MIPS) of processing capacity being made available by March 31, 2000, with a minimum of five CPUs totaling at least 2,092 MIPS. SSA considers this acquisition to be a commercial item and therefore shall be conducted in accordance with Federal Acquisition Regulation Part 12 effective December 1, 1995.
