(513) 255-2206. INTRODUCTION: Wright Laboratory (WL/AAKD) is interested
in receiving proposals (technical and cost) on the research effort
described below. Proposals in response to the PRDA shall be submitted
by 09 February 96, 1500 hours Eastern Standard Time, addressed to:
Wright Laboratory, Directorate of R&D Contracting, Building 7, Area B,
2530 C Street, Attn: Ms. T. Kristina Hansman, WL/AAKD,
Wright-Patterson AFB, Ohio 45433-7607. There is a classified supplement
to this solicitation. Offerors should immediately request this
supplement from WL/AAKD if they plan to respond to this solicitation.
This is an unrestricted solicitation. Small businesses are encouraged
to propose on all or any part of this solicitation. Proposals submitted
shall be in accordance with this announcement. Proposal submission
after the cut-off date and time specified herein shall be treated in
accordance with the restrictions of FAR 52.215-10, copy of this
provision may be obtained from the contracting point of contact. There
will be no other solicitation issued in regard to this requirement.
Offerors should be alert for any PRDA amendments that may permit
subsequent submission of proposal dates. Offerors should request a copy
of the WL Guide entitled, ''PRDA and BAA Guide for Industry''. This
guide was specifically designed to assist offerors in understanding the
PRDA/BAA proposal process. Copies may be requested from WL/AAKD,

B--REQUIREMENTS: (1) Technical Description: The purpose of this effort
is to develop and test new laser beamrider missile countermeasure
concepts. The details are classified in nature and a full discussion of
the requirements and tasks required for this PRDA are addressed in the
classified supplement to this solicitation. The program consists of
two different parts. The main program consists of the following tasks:
a) Review threat data, b) Perform susceptibility analysis, c) Develop
countermeasure concepts, d) Perform tradeoff studies, e) Conduct a
preliminary design of countermeasure system. This is the main part of
the program and will, henceforth, be identified as the main progam. The
second part of the program (henceforth referred to as the Option shall
be the testing and lab demonstration of these concepts and shall
consist of the following tasks: a) Review final Wright Lab
recommendations from the main program, b) Generate program review, c)
Submit test plan, d) Set-up test, e) Conduct test, f) Analyze data, and
g) Write Final Technical Report. (2) Deliverable Items: The following
deliverable data items shall be proposed for the main program: (a)
Status Report, DI-MGMT-80368/T, monthly, (b) Project Planning Chart,
DI-MGMT-80507A/T, monthly, (c) Funds and Man-hour Expenditure Report,
DI-FNCL-80331/T, monthly, (d) Scientific and Technical Reports -
Contractor's Billing Voucher, DI-MISC-80711/T, monthly, (e) Contract
Funds Status Report (CFSR), DI-F-6004B/T, Quarterly, (f) Presentation
Material, DI-ADMN-81373/T, as required, and (g) Scientific and
Technical Reports, DI-MISC-80711/T, (Draft and Reproducible Final). If
the Option is exercised, data items (a)-(g) would continue with no
changes. (3) Security Requirements: TEMPEST requirements will apply.
Generation of classified material for this solicitation effort is
authorized only on equipment approved for classified processing by Air
Force TEMPEST authorities. (4) Other Special Requirements:
International Traffic in Arms Regulations apply. C--ADDITIONAL
INFORMATION: (1) Anticipated Period of Performance: The total length of
the technical effort for the main program is estimated to be 18 months.
If the Option is exercised, the technical effort is estimated to be 18
months with the Option effort running sequentially to the main program
making a potential total period of performance of 36 months. The
contractor shall allow 5 months for processing and completion of the
final technical report. (2) Expected Award Date: June 1996. (3)
Government Estimate: The Government funding profile per award is
expected to be as follows: main program - $150K per study with a
maximum of three studies, the Option- $370K for one test or lab
demonstration program. This funding profile is an estimate only and is
not a promise for funding as all funding is subject to change due to
Government discretion and availability. (4) Type of Contract: Cost Plus
Fixed Fee (CPFF) or Cost (no fee). Any grants awarded will be cost (no
fee). (5) Base Support/Government Furnished Equipment (GFE): The
government will furnish an appropriate library at Wriht-Patterson AFB
of classified documents available to offerors who demonstrate a need to
know. The library will also be available during the course of the
contract. The point of contact for the library is Carolyn
May(Phone:513-255-7261). (6) Size Status: For the purpose of this
acquisition, the size standard is 500 employees (SIC 8731). (7) Notice
To Foreign Owned Firms: Such firms are asked to immediately notify the
Air Force point cited below upon deciding to respond to this
announcement. Foreign contractors should be aware that restrictions
will apply which could preclude their participation in this
acquisition. A foreign offeror will not be eligible as a prime
contractor for this program. (8) Security Requirements: It is
anticipated that work performed under this contract may be classified
up to and including the SECRET level with access to foreign
intelligence data. Performance of the effort will require access to
classified material. Wright Laboratory's Electronic Warfare Security
Classification Guide, 1 Mar 89 with Letter Change No. 1 dated 16 Aug
91, is the overall classification authority for this effort. Responders
are reminded that classified responses shall be properly packaged,
marked, transmitted, and addressed to the correct authority listed in
Section A of this PRDA. Guidance concerning handling of classified
information is contained in the ''National Industrial Security Program
Operating Manual (NISPOM)'', dated Jan 1995, available from your local
Defense Investigative Service. (9) Classified Supplement: Receipt of
the classified (SECRET) portion of this PRDA is necessary to fully
respond to this announcement. The supplement further describes the
intended background, objective, scope, and goals of this effort.
Written requests to receive the classified portion of the New Laser
Beamrider Missile Countermeasures Concepts PRDA should be addressed to
the Contracting Officer at the address listed in Section A. The
written request must contain the organization's classified mailing
address and associated Facility Security Clearance (FSC) code. After
verification of the requesting organization's security clearance, need
to know, and safeguarding capability, the classified material, with
applicable DD Form 254, will be sent to the cleared address by
registered mail. D--PROPOSAL PREPARATION INSTRUCTIONS: (1) General
Instructions: Offerors should apply the restrictive notice prescribed
n the provision at FAR 52.215-12, Restriction on Disclosure and Use of
Data, to trade secrets or privileged commercial and financial
information contained in their proposals. Proposal questions should be
directed to one of the points of contact listed elsewhere herein.
Offerors should consider instructions contained in the WL PRDA and BAA
Guide for Industry referenced in Section A of this announcement.
Technical and cost proposals, submitted in separate volumes, are
required and must be valid for 180 days. Proposals must reference the
above PRDA number. Proposals shall be submitted in an original and five
copies. All responsible sources may submit a proposal which shall be
considered against the criteria set forth herein. Offerors are advised
that only contracting officers are legally authorized to contractually
bind or otherwise commit the government. (2) Cost Proposal: The
accompanying cost proposal/price breakdown shall be supplied on an SF
1411, together with supporting schedules, and shall contain a
person-hour breakdown per task. Copies of the above referenced forms
may be obtained from the contracting office cited. (3) Technical
Proposal: The technical proposal shall include a discussion of the
nature and scope of the research and the technical approach. Additional
information on prior work in this area, descriptions of available
equipment, data and facilities, and resumes of personnel who will be
participating in this effort should also be included as attachments to
the technical proposal and are not included in the page limit. The
technical proposal shall include a Statement of Work (SOW) detailing
the technical tasks proposed to be accomplished under the proposed
effort and suitable for contract incorporation. Offeror should refer to
the WL Guide referenced in Section A to assist in SOW preparation. PL
98-94 applies. Offerors must submit an approved DD Form 2345,
Export-Controlled DOD Technical Data Agreement with their proposal. Any
questions concerning the technical proposal or SOW preparation shall be
referred to the Technical Point of Contact cited in this announcement.
(4) Page Limitations: The technical proposal shall be limited to 50
pages (12 pitch or larger type), double-spaced, single-sided, 8.5 by 11
inches. The page limitation includes all information, i.e. indexes,
photographs, foldouts, appendices, attachments, etc. Pages in excess of
this limitation will not be consdered by the government. Cost proposals
have no limitations, however, offerors are requested to keep cost
proposals to 75 pages as a goal. (5) Preparation Cost: This
announcement does not commit the government to pay for any response
preparation cost. The cost of preparing proposals in response to this
PRDA is not considered an allowable direct charge to any resulting or
any other contract. However, it may be an allowable expense to the
normal bid and proposal indirect cost as specified in FAR 31.205-18.
E--BASIS FOR AWARD: The selection of one or more sources for award will
be based on an evaluation of an offeror's response (both technical and
cost aspects) to determine the overall merit of the proposal in
response to the announcement. The technical aspect, which is ranked as
the first order of priority, shall be evaluated based on the following
criteria which are in descending order of importance: (a) new and
creative solutions to the technical issues in this effort, (b) the
offeror's ability to meet the technical requirements outlined in the
classified supplement, (c) the offeror's understanding of the technical
problems addressed in this PRDA, (d) soundness of offeror's approach to
accomplish the scientific and technical objectives, (e) the
availability of qualified scientists, engineers and technicians to
perform the tasks in this effort, (f) the offeror's understanding and
experience in the field, (g) the availability, from any source, of the
necessary research, test, laboratory and shop facilities, and (h) the
organization, clarity and thoroughness of the proposed SOW. Cost,
which includes consideration of proposed budgets and funding profiles,
is ranked as the second order of priority. No other evaluation
criteria will be used. The technical and cost information will be
evaluated at the same time. The Air Force reserves the right to select
for award of a contract, grant or cooperative agreement any, all,
part, or none of the proposals received. Award of a grant to
universities or nonprofit institutions or cooperative agreement, in
lieu of a contract, will be considered and will be subject to the
