Keeler, Contracting Officer, (813)840-5476 USSOCOM is seeking sources
with significant Special Operations forces analysis experience with (1)
knowledge in special operations force planning analysis. (2) a
capability to exploit analytical processes to support force
structuring, requirements-capabilities planning, comparative analysis,
resource allocation, and investment planning/budgeting
decision-making. These decisions involve numbers/types of units to
perform missions and the equipment/material to support them. Special
Operations unique aviation, maritime, and ground mobility platforms,
communications, command and control structures, logistics,
psychological operations and civil affairs and enemy threat are
principal areas of analysis. Requires experience in Do planning
analysis which encompasses thorough knowledge in Major and Lesser
regional conflicts, contingencies, operations other than war, and
peacetime engagement. Strategic, operational, and tactical level
planning analysis experience must be certifiable. Analyses will include
support to Operational Requirements Documents, Mission Needs Statements
and Cost and Operational Effectiveness analytic studies. (3) An
integration capability for large Data Bases, such as the USSOCOM Joint
Mission Analysis (JMA) Data Base, the Geospatial Information System,
mission planning and rehearsal systems, and analytical software. (4) A
capability for integration of USSOCOM J-5 software systems with the
Global Command and Control System and other DoD systems. (5) A
capability to support the Special Operations Allocation Model (SOAM),
which is written in ''C++''. Must have personnel skilled in SQL,
Paradox PAL, TCP/IP, C++, NFS, PCNFS, and Windows NT. Experience with
Quality Function Deployment (QFD) is highly desired. (6) Data base
management capability for a large ORACLE data base to include the
ability to perform data base backups, provide secure storage for
off-site backup and provide backup equipment capability to operate the
secure system if/when disaster disables the prime site. (7) A fully
functional, secure facility (to store electronic and paper information)
must be located near MacDill AFB, FL, to facilitate inteaction with the
USSOCOM staff. Personnel are required to currently hold the appropriate
security clearances. Interested sources should submit to the
Contracting Officer two copies of a capability brief that directly
targets all the above discussed areas. Submittals should include
specifying their business size based on a standard Industrial Code of
