Contract Specialist (301)227-1904 The Defense Mapping Agency (DMA)
requires contractor support for a priority production demonstration for
the production of a block of four to six 1:100,000 scale topographic
line maps (TLM). This contract solicitation will encompass a TOTAL
digital production process which includes: geopositioning, stereo data
extraction and product finishing. The contractor shall provide all
services, materials, supplies, facilities, labor, and supervision
necessary to complete and deliver to DMA, the required soft copy data
in Vector Product Format (VPF), final reproduction negatives, color
proofs made from the final negatives, and project history. Since this
is a production demonstration, all contractors will be required to
complete all geopositioning, data extraction and product finishing
within 240 days after contract award with an interim delivery of the
finished hard copy negatives prior to completion of the Vector Smart
Map (VMap) Level 2 soft copy tape. DMA will only provide soft copy
imagery on tape cassette using S2025P specifications, VPF Military
Standard, VMap Level 2 Military Specifications (Draft), VMap Level 2
extraction guidelines (Draft), DPS SPO TLM Extraction Guidelines for
verification of soft copy feature attribute requirements, map
specifications and associated technical manuals, master margin (if
available), smaller scale DMA map products covering the area, existing
maps which adjoin the project area (if available),individual library
instructions (ILI), and individual sheet instructions (ISI). The
contractor shall be responsible for obtaining all remaining sources
necessary for the production of the block of 1:100,000 scale TLMs and
VMap2 data. The geopositioning and extraction production processes must
be performed within an approved classified secure facility. The final
reproduction negatives and VMap2 data will be unclassified. For terms
of reference, the following is provided: a. SOURCES: Sources generally
consist of, but not limited to UTM grid and projection on the World
Geodetic System 1984 (WGS 84), current geodetic data, supplementary
sources (map and/or imagery) for feature classificaion clarification,
and approved Board of Geographic Names (BGN). Sources obtained shall be
adequate to satisfy DMA Product Specifications for 1:100,000 scale TLMs
(PS/3AG/201) and VMap2 data. b. GEOPOSITIONING: Geopositioning is the
process of analytical mensuration and triangulation which refines
initial sensor parameters (position and orientation) to produce a
homogeneous solution referenced to the WGS 1984 Ellipsoid. The output
is the photogrammetric control solution. c. EXTRACTION: Extraction is
the process of abstracting and compiling product information as a
point, line, or area feature from selected source materials, utilizing
a variety of techniques to achieve an accurate cartographic
representation of a specific area at a specific scale according to
product specifications and extraction guidelines. The extracted data
shall be suitable for digital product finishing. d. PRODUCT FINISHING:
Product Finishing is the transformation of extracted data to final
reproduction film negatives and/or final digital products. The final
reproduction negatives shall be photographic film reproduction quality
negatives defined as negatives that will produce a press plate of high
quality using ordinary photolithographic reproduction methods. The
final digital data shall be in the Vector Product Format per VMap2
specifications. Interested parties should submit written requests for
a copy of the solicitation. Due to MC&G restrictions, no Foreign
