MINOR CHANGES HAVE BEEN MADE TO THE TECHNICAL DESCRIPTION. THIS BAA IS
REANNOUNCED FOR INDUSTRY CONVENIENCE. Rome Laboratory (RL) is
soliciting white papers for various scientific studies and experiments
in order to increase RL's knowledge and understanding of the broad
range of capabilities required in support of C4I Integration Support
Activity (CISA) operations. Solutions to basic research and engineering
using innovative approaches will be sought. The scope of this effort
concerns the area of communications and covers a broad range of
requirements which include, but are not limited to, strategic,
tactical, special mission, land, air and space, secure, survivable jam
resistant capabilities in support of intelligence operations. RL
requires solutions sufficient to meet the needs of the CISA office, an
element of the Office of the Assistant Secretary of Defense (C3I).
Some areas of interest include communication systems capability
assessments/studies and analysis, and intelligence support concepts, as
well as others, and involve, feasibility modeling, hardware
prototyping, proof-of-concept development/demonstration and a broad
range of innovative communications and networking applications to
support the intelligence mission into the 21st century. Some examples
of specific communications technology and support programs include: (1)
Terrestrial radio-based networks, wireline/fiber-optic based networks,
and the emerging technologies to support lightweight, cost effective
communications on the move, (2) Military and commercial satellite
communications (COMSAT) links, terrestrial network
extensions/interfaces/terminals, as well as the technology to reduce
size, weight, power, and cost, (3) Application of Abstract Mathematics,
Artificial Intelligence, and Neural Networks to Tactical Fiber Optic
Links/Networks, Network Control, and Terminal Operations, (4) Low
Probability of Intercept/Detection (LPI/LPD) Transmitters/Receivers and
Techniques, (5) Advanced ''Hands Off'' Operation for SATCOM Link
Acquisition and Tracking. Emphasis is placed on th insertion of
technology into existing common user backbone networking
infrastructures and the extension of capability into the tactical
environment. Evaluation of white papers and solicited proposals will be
performed using the following criteria: (1) Effectiveness in Enhancing
Communications Support to the Intelligence Mission (Soundness of
Approach), (2) Relevance to the Intelligence Mission: (3) Uniqueness of
the Approach, (4) Cost Effectiveness. Selected Offerors may be required
to review classified material up to the Sensitive Compartmented
Information (SCI) level, therefore, personnel identified for assignment
to the proposal effort must be cleared for access to Top Secret
information and have a Special Background Investigation (SBI) within
the last five years. In addition, the offeror must have or have access
to a certified and government approved sensitive compartmented
information facility (SCIF) available to support work under this BAA.
No further evaluation criteria will be used. The technical and cost
information will be evaluated at the same time. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY SOLICITATION. DO NOT SUBMIT PROPOSALS AT THIS
TIME. Prior to submitting a formal proposal, offerors are required to
submit five copies of a one sided, 12 point type, single space, one
inched margined white paper not to exceed four pages with a cover
letter indicating whether the offeror is a large, small, woman-owned
small, small disadvantaged business, Historically Black College or
University, or Minority Institution. The white paper will be formatted
as follows: SECTION A: Title, Period of Performance, Cost of Task,
Name of Company, SECTION B: Task Objective, SECTION C: Technical
Summary, SECTION D: Cost Summary. White papers addressing different
areas of applicability will be submitted under separate cover. The
purpose of the white paper is to preclude unwarranted effort on the
part of an offeror whose proposed work is not of interest to the
government. Offerors submitting white papers found to be consistent
with this BAA may be invited to submit a technical and cost proposal.
Complete instructions for proposal preparation will be included with
the letter. Such invitation does not assure that the submitting
organization will be awarded a contract. All responses to this

Pky, Rome, NY 13441-4514. Award of contracts under this BAA started in
FY93. Individual awards shall not normally exceed 18 months in
duration, with dollar amounts normally ranging from $100K to $2.0M.
Total funding for this BAA is $20.005M over a 48 month period. Options
are discouraged and unpriced options will not be considered for award.
Foreign or foreign-owned offerors are advised that their participation
is subject to foreign disclosure review procedures. Foreign or
foreign-owned offerors should immediately contact the contracting focal
point, Joetta A. Bernhard, 315-330-2308, for information if they
contemplate responding. Data subject to export control constraints may
be involved and only firms on the Certified Contractor Access List
(CCAL) will be allowed access to such data. The cost of preparing
proposals in response to this announcement is not an allowable direct
charge to any resultant contract or any other contract, but is an
allowable direct charge to the normal bid and proposal indirect costs
as specified in FAR 31.205-18. An Ombudsman has been appointed to hear
significant concerns from offerors or potential offerors during the
proposal development phase of this acquisition. Routine questions are
not considered to be ''significant concerns'' and should be
communicated directly to the Contracting Officer, Joetta A. Bernhard,
315/330-2308. The purpose of the Ombudsman is not be diminish the
authority of the Contracting Officer or Program Manager, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. The Ombudsman
for this acquisition is Mr. Vincent R. Palmiero, Chief, Policy and
Management Division, at 315/330-7746. When requested, the Ombudsman
will maintain strict confidentiality as to the source of the concern.
The Ombudsman does not participate in the evaluation of proposals or in
the source selection process. Proposers are warned that only
Contracting Officers are legally authorized to commit the Government.
Respondents are requested to provide their Commercial and Government
Entity (CAGE) code number with the submission and reference RL-BAA
#92-06-PKRD. Appropriate SCI billets will be provided for the
contractor(s) awarded a contract under this BAA. To receive a copy of
