The Naval Sea Systems Command has a requirement for hardware and software modifications to the Standard Monitoring and Control System (SMCS) test site installation at Naval Surface Warfare Center, Carderock Division, Philadelphia Detachment, to run an Operational Assessment of the system, and training for the operators who will run the test.
