Specialist, 803-727-4249. Contract Information: A-E services are
required for preparation of reconnaissance and/or feasibility studies
and reports for civil works planning, cultural resource surveys, and
environmental impact statements. One indefinite delivery type (IDT)
contract with firm-fixed unit prices will be negotiated. The Contract
is anticipated to be awarded in June 1996 for the base year or $250,000
whichever comes first at the pre-determined rates. The contract will
contain one option year which will extend the contract for one
additional year if exercised. The ordering ceiling of all delivery
orders shall not exceed $250,000 for the base year and $250,000 for the
option year. No individual delivery order shall exceed $150,000. Each
contract shall require the Government to order services priced at not
less than: Two percent of the stated maximum or ($5000.00) in the base
year, and one percent or ($2500.00) in the option year. All work
subject to the availability of funds. Project Information: The selected
firm shall have sufficient qualified technical, supervisory, and
administrative personnel to insure completion of the work in a
conscientious and expeditious manner. Firms are desired with experience
in navigation, flood control and flood plain management, shore and
hurricane protection, water supply, regulatory programs, sediment
quality, chemical and biological laboratory expertise, outdoor
recreation, water quality control, aquatic plant control, fish and
wildlife conservation, and environmental quality. Disciplines and staff
required will be Landscape Architect, Economist, Water Resource
Planner, Planning Technician, Biologist/Ecologist, Biologist/Ecologist
Technician, Engineer (General), Engineer (Coastal), Engineer
(Hydraulic), Engineer (Environmental) Engineering Technician,
Geologist/Geographer, Chemist, Botanist, Statistician,
Sociologist/Historian, Archaeologist, Marine Archaeologist,
Artist/Illustrator, Draftsman and Clerical. All disciplines to be used
for this contract shall be identified by name as either being with the
submitting firm or consultant in order to evaluate the professional
qualifications. All design work must be developed using the metric
system of measurement. The primary area of work is South Carolina but
the contract will not be limited to that area. Selection Criteria: See
Note 24 for general selection process. The selection criteria in
descending order of importance are: (1) Professional capabilities; (a)
Types of professional disciplines, (b) Professional registrations of
disciplines, (c) Specialized experience and education for certain
personnel; (2) Specialized experience and technical competence as
required: Experience of firm in types of projects anticipated; (3)
Capacity to accomplish work in the required time: Ability to accomplish
several delivery orders simultaneously; (4) Computer capability;
Computer aided drafting and design (CADD); (5) Past performance: With
respect to cost control, quality of work and compliance with
performance schedules; (6) Geographical location in the general area of
the work (SC); (7) Equitable Distribution of DOD Contracts: The volume
of DOD contract awards in the last 12 months as described in note 24;
(8) Extent of participation of small business, small disadvantaged
business, historically black colleges and universities, and minority
institutions in the proposed contract team, measured as a percentage of
the estimated effort. Submittal Requirements: See Note 24 for general
submission requirements. Interested firms having the capabilities to
perform this work must submit one copy of SF 255 and a SF 254 for the
prime firm and all consultants to the above address. (Firms having a
current, less than 12 months, SF 254 on file with the North Pacific
Division, Corps of Engineers, Portland, Oregon (ACASS), need not submit
a SF 254 with their SF 255). These forms must reach this address not
later than the close of business on the 30th day after the date of this
announcement. If the 30th day is a Saturday, Sunday or Federal Holiday,
the deadline is the close of business of the next business day. This is
not a request for proposal. Solicitation packages are not provided.
Cover letters and unnecessarily elaborate brochures, or other
presentations beyond those sufficient to present a complete and
effective response are not desired. Phone calls and personal visits are
discouraged. The SIC Codes are 8712/8744. Small Business Size Standards
are $2.5 million/500 employees. Firms should indicate in block 3 of the
