The Naval Sea Systems Command (NAVSEA) intends to award a sole-source Cost-Plus Fixed-Fee (CPFF) contract for Foreign Military Sales (FMS) Combat System Ship Qualification Trial (CSSQT) Planning and Support services. This contract will be awarded to Martin Marietta, Government Electronic Systems (GES), of 199 Borton Landing Road, Moorestown, New Jersey 08057-0927 under the authority of 10 U.S.C. 2304 (c)(1). Martin Marietta is being selected for this sole-source award because it is the only firm available with the requisite resources to meet the desired FMS delivery schedule. No other source has the technical qualifications and necessary resources to perform the desired work, nor will any other supplies or services satisfy the Navy's requirements. FMS Combat System Ship Qualification Trial (CSSQT) Planning and Support for the Japanese Maritime Self-Defense Force (JMSDF) DDG 2316 consists of: planning support for the DDG 2316 Ship Test Program, supporting both CSSQT and operational test events, coordinating and executing crew training, providing post-commissioning CSSQT support, and providing Intergrated Logistics Support.
