A -- FASAT-BRAVO POC Capt Michael Miller, Contract Manager, (505)846-8502. The Space Test Program (STP), Kirtland AFB, Albuquerque NM, is seeking sources with the capability to provide a low cost, quick reaction launch service for a single small satellite. The contractor will be required to integrate the Government furnished satellite on to their launch vehicle, provide launch services, and post launch analysis. Based on the size and cost of the satellite, launch as a dedicated or primary payload is not expected to be cost effective, therefore the contractor is encouraged to consider providing the launch service to the satellite as a ''secondary payload''. The requirements for this effort are summarized below: (1) Satellite: mass = 50 kg, size = 60 cm x 35 cm x 35 cm, orbital adjustment capability = none (2) Orbit: altitude = 650 - 1200 km, inclination = greater than 85 degrees (sun-synchronous desired), eccentricity = circular (3) Schedule: launch window = Aug - Nov 1996, satellite delivery to launch provider = July 96. The government will provide the satellite, satellite separation system, and ground support equipment required by the satellite. Additional details regarding the satellite, satellite separation system, and ground support requirements will be provided upon request. Sources that believe they can meet these requirements are requested to submit the following information: proposed launch vehicle, proposed launch date/window, projected final orbital characteristics for the government furnished satellite, details of other payloads if a shared launch is proposed, summary of previous launch vehicle performance, details of any hardware/software development required to permit launch of this satellite, and a cost estimate for providing these services. This announcement is for information and planning purposes only, it does not constitute an RFP and is not to be construed as a commitment by the Government. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, an 8(a) firm, a historically black college or university or a minority institution. The government reserves the right to set this acquisition, or portions thereof, aside for small businesses, socially and economically disadvantaged businesses, 8(a) firms, historically black colleges or univesities, and minority institutions. For this proposed acquisition, the definitions in FAR 19.001 and small business size standard for SIC 3761, size standard 1000 employees apply. Foreign firms are advised that they will not be allowed to participate in this acquisition at the prime contractor level. The research and test data produced under a resultant contract may contain Military Critical Technology List (MCTL) information whose export is restricted by the Export Control Act (Title 22, U.S. Sec 2751, et seq.) or the Export Administration Act of 1979, as amended (Title 50, U.S.C., App. 2401, et seq.). Only those companies who are on the Qualified Contractors Access List (QCAL) may receive such information. Request certification and registration from the Defense Logistics Service Center (DLSC), Federal Center, 74 North Washington, Battle Creek, MI 49016-3412 as soon as possible. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels during the proposal development phase of this acquisition. Potential offerors should communicate first with the Contracting Officer to request information, pose questions, and voice concerns before contacting the Ombudsman.
