Support to ARL Materials Directorate Science and Technology (S&T) Areas
of Interest. The US Army Research Laboratory has a requirement for
scientific, engineering, administrative and/or technical support for
timely dissemination of information on Army Science and Technology
(S&T) areas of interest, on a Time and Materials with Task Orders
basis. The primary purpose of this proposed contract will be to provide
maximum visibility of overall Army S&T program directions, requirements
and advancements to all levels of Army and DoD program management. In
addition, it will keep DoD, industry, and Government agencies abreast
of each others program directions, thus providing a more focused and
complimentary research environment to the advantage of all. The
contractor shall provide technical and administrative support for: (a)
Dissemination of information services; (b) Lectures and presentations;
(c) Workshops/symposiums/conferences; (d) Data handling and
maintenance; (e) Specialized technical publications and presentation
aids; (f) Identification and investigation of new technology cost
reduction opportunities; (g) Conducting research and analysis of issues
for potential inclusion in special reports for briefings by Army
Material Command (AMC) and higher level personnel concerning the S&T
programs; (h) systematized economic assessment procedures and/or
models; (i) Providing technical and administrative services to include
technical writing, documentation, and publication services in support
of Army S&T program areas; and (j) Identifying and securing sites and
arrange for transporation of special equipment. The anticipated period
of performance is five years, i.e., task orders may be issued for a
period of five years after award. Technical expertise is required in
each of the following areas: Engineer, Conference Coordinator,
Registration Clerk, Industrial Specialist, Communication Specialist,
Technical Writer/Editor, Illustrator/Draftsperson and Clerical. This
proposed procurement is being considered for 100% set aside as 8(a)
competitive or small business set aside (SBSA) in that order.
Interested parties should send qualification statements as described in
Note 25 to the above address as soon as possible, but no later than 15
days after publication of this notice. This qualification statement
must include evidence of capability to perform in the above areas and
a positive statement of eligibility in one of the potential set aside
areas. If adequate interest is not received from 8(a) firms, this
procurement will be considered for a SBSA. If adequate interest is not
received from SB firms, this procurement will be conducted on an
unrestricted basis without further notice. Therefore, requests for the
solicitation are requested from all businesses and educational
concerns. All responsible sources may submit a bid or proposal which
will be considered by the Agency. No telephone requests will be
