202/268-4833. Sources Sought/Supplier Prequalification for the External
First Class (EXFC) Mail Measurement System. On or about October 5,
1995, the U.S. Postal Service (USPS) announced in the Commerce Business
Daily (CBD) its attention to issue a solicitation by mid-October to
continue the External First Class (EXFC) Mail Measurement System. The
Postal Service has now determined that it will procure the award of
this system differently. Consequently, we now wish to prequalify
sources to continue the EXFC. The purpose of the EXFC is to measure
First-Class Mail service performance, externally and independently,
from point of USPS entry to in-home delivery (addressee). A variety of
periodic and ad-hoc reports will be generated to help identify service
problems so that corrective actions can be taken. EXFC began February
1990, and the USPS wants to continue this system with some
modifications. Interested companies seeking to be prequalified must
provide in your response: (1) Documentation clearly demonstrating your
understanding of EXFC's objectives. This will be shown by your
discussion regarding the business objectives, technical issues,
industry activities and situations critically related to the successful
completion of the objectives; (2) Documentation of past experience with
cluster sampling, and controlling sampling and non-sample error; (3)
Experience in developing a methodology for measuring end-to-end mail
service; (4) Documentation of past experience with panels of mail
inductors, reporter panels, telephone response, data processing,
time-sensitive report generation, and data file maintenance; (5)
Documentation of facilities planned for mail production and other
operational means of ensuring high quality performance and reliability;
(6) The quality control methodology used on the entire process; (7)
Experience in similar or related large-scale projects. Provide a list
of current and previous contracts (within the last five (5) years)
calling for requirements similar to those being sought in this
announcement. Information should include the customer's name, contract
number, dates of performance, dollar value of the contract, and the
name and phone number of the Contracting Officer to verify your
performance and describe the quality/reliability/outcome of the work
performed. Include copies of any quality certificates awarded to your
organization; (8) Organizational history and capabilities statement;
and, (9) Include the accomplishment level, education and experience of
key personnel or subcontractors critical to your performance. This
information must include resumes (no more than two, single-spaced,
typewritten pages) for key personnel and statements of qualifications
for the subcontractors. Prequalification does not constitute a contract
award. It is a business decision of the Contracting Officer to
prequalify and not subject to legal recourse available to disappointed
offerors when they seek USPS contracts. It is the intent of the USPS
to award this contract using the prequalified vendors. The USPS will
review current and past performance on similar contracts, corporate
history and capabilities statements, quality assurance procedures and
capabilities and experience on similar large scale projects, key
personnel qualifications and other pertinent information provided by
the interested parties/organizations. Upon completion of this review,
all responding to this announcement will be notified of the USPS'
decision. Please submit all inquiries in writing. The due date for
submission of responses is Monday, January 22, 1996. The firms who
responded to the October 5, announcement in the CBD will automatically
be sent a coyp of this Sources Sought/Supplier Prequalification
