PRIMARILY IN ITALY AND OTHER LOCATIONS IN THE EUROPEAN/MEDITERRANEAN

3981509-7550. Title II services as defined in NAVFAC Manual P-1015
``Guidelines For Architect/Engineer Construction Surveillance &
Inspection (Title II) Services'' are required for inspection and
quality assurance in connection with projects currently under
construction and projects that will be awarded for construction in the
near future. a. Title II services include (but are not limited to)
construction inspection, assurance of compliance with the construction
contract drawings and specifications, review of shop drawings and
submittals, samples, and catalog cuts. If the constructor submits a
request for deviation, the Title II firm may be requested to evaluate
the submittal and prepare a cost estimate for the deviation. Cost
estimates will be prepared in metric quantities using local currency
costs, and in U.S. dollars. Written and verbal communication skills in
the English language are mandatory; ability to communicate in the host
language is desirable. There is likely to be a wide variation in the
complexity and size of the projects issued under this contract.
Services may be for construction contracts, lease construct contracts,
or for Naval Construction Forces (SEABEE) accomplishment. b. The term
of the contract will be for one year with four one year options. The
total not-to-exceed amount of the contract (including all options) will
be $5,000,000. c. The Title II firm shall provide technical expertise
in the following areas: (1) Architectural Inspection. (2) Civil
Engineering Inspection. (3) Mechanical Engineering inspection,
including evaluation of the construction contractor's HVAC testing and
balancing report. (4) Structural Engineering Inspection. (5)
Electrical Engineering Inspection. (6) Fire Protection Engineering
Inspection. d. Inspection is defined as observation and review of the
construction contractor's work to monitor compliance with the terms of
the construction contract and to provide the field Administrative
Contracting Officer with sound professional advice. Inspection shall
not be construed as unconditional approval of the construction
contractor's methods of work and shall not require rigorous testing or
measurements. Likely construction projects include new structures or
buildings, pavements, modifications to utility systems (water, sewer,
steam, electricity, communication etc.); and alterations/renovations of
existing facilities. e. Firms responding to this announcement will be
evaluated on the above requirements based on the following criteria
listed in relative order of importance: (1) Recent experience of the
employees to perform inspection services. (2) Recent experience of the
employees with construction projects for the U.S. Navy and/or Dod. (3)
Knowledge of the locality and regional construction materials and
practices utilized by construction contractor's in Europe and the
Mediterranean area, including local codes, laws and regulations. (4)
Past performance, including contracts with DOD and this Command, and
private clients, in terms of quality of work, and compliance with
schedules. All above factors being equal, the Government may consider
the location of the firm and volume of work awarded to the firm by DOD
in the past year. f. Architect-engineering firms which meet the
requirements described in this announcement and wish to be considered
must submit a completed Standard Form 255 ``U.S. Government
Architect-Engineer related Services for Specific Project,'' to EFA MED,
ATTN: Code N21, Palazzo Cristallo Mirabella, Viale Delle Acacie, SS
Domitiana, Pinetamare, 81030 Castelvolturno (CE) Italia. You may fax
this submittal to EFA MED (FAX 39-81-509-4232), but the U.S. Government
does not guarantee receipt even though the sender's fax machine
indicates that the fax was transmitted. Likewise, faxing the submittal
cannot guarantee the quality of the document and the Government's
ability to read the faxed copy. One copy of the SF 255 is to be
received in this office by 29 Jan 1996. If a current SF 254 is not
already on file with this office, it must be submitted along with the
SF 255. The SF 255 must clearly indicate the office location where the
work on the contract will be performed and this geographical location.
