The project includes professional architectural/engineering services
for the rehabilitation of outdoor Olympic size (25 Meter) swimming pool
complex at the U.S. Coast Guard Aviation Training Center, Mobile, AL.
Work includes subterranean investigation of concrete pool deck;
physical and functional assessment of pool, shell, gutters and related
mechanical systems; preparation of construction documents for
improvements to pool, associated infrastructure, 2400 sf bath house,
and demolition of obsolete chlorine mixing tanks and piping. Existing
Facility was constructed in 1972. Cost of rehabilitation estimated
between $25,000 and $250,000. The services are required to begin
approximately March 1996 and shall be completed within 75 days after
notice to proceed. The following evaluation criteria are applicable to
one or more of the factors included in note 24: (1) Previous
consultant experience in design or rehabilitation of institutional pool
facilities; (2) Professional capacity to accomplish the work as
scheduled; (3) Professional qualifications necessary for satisfactory
performance of required services; (4) Location of the firm in general
area provided there is an appropriate number of qualified firms therein
for consideration; (5) Design ability and understanding of the
requirements of the project; (6) Emerging Small Business, provided
there is an appropriate number of qualified firms for consideration,
see FAR 19.10; (7) Minorities and Women in all job classifications,
considering availability in the general area. Firms desiring
consideration should submit appropriate data as described in Note 24 to
the address indicated above no later than 4:00 PM on February 2, 1996.

purposes for Minority, Woman-Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilization (OSDBU), has a program to assist
minority, woman-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
