617-271-2055. Notice of Contract Action - Egyptian HF Scrambler
Program. In accordance with a country to country agreement between the
governments of the United States and Egypt. Foreign Military Sales
(FMS) Case EF-D-DAF, the Directorate of International Programs of the
Air Force Materiel Commands (AFMCs) Electronic Systems Center (ESC)
plans to acquire HF Security Equipment Model DSP9000 HS. According to
FMS Case EG-D-DAF, the equipment supplied shall be Fully Inter-operable
with existing HD Scrambler Equipment currently in use within the
Egyptian Signal Corps, the existing equipment is manufactured by
Technical Communications Corporation (TCC), Concord, MA. ESC plans to
issue a solicitation and award a contract to TCC for delivery of up to
25 handsets by Jan 96. If no additional responsible sources are
identified as a result of this announcement, the Government intends to
negotiate a contract with TCC under the authority of 10 U.S.C 2304 (c)
(1), only one responsible source. Any information submitted in response
to this notice will be fully considered and will be evaluated without
prejudice. No telephone inquiries or responses will be accepted.
Interested parties shall submit their requests and information to
ESC/IAK, ATTN Robert K. Phenecie, 50 Griffiss Street, Hanscom AFB, MA
01731-1618 within 15 days of this notification. This synopsis does not
constitute an Invitation for Bid or Request for Proposal and is not to
be construed as a commitment by the Government. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the proposal development phase of the acquisition. The purpose of the
Ombudsman is not to diminish the authority of the Program Director or
Contracting Officer, but to communicate contractor concerns, issues,
disagreements and recommendations to the appropriate Government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
