20535 R -- FBI TOUR ROUTE SERVICES SOL RFP-6921 POC Mark R. Hazen, Contract
Specialist, (202) 324-5724. The Federal Bureau of Investigation (FBI)
intends to negotiate a firm-fixed price/labor-hour contract on a
sole-source basis with Mr. Jeffrey W. Maynard, 124 Woodland Road,
Gaithersburg, Maryland for professional services relating to the FBI
Headquarters Tour Route in Washington, D.C. The projected term of the
contract will be for one-year with four-year options. The services
include, but are not limited to the following: (1) Maintain tour route
exhibits to insure that they reflect the mission and current
accomplishments of the FBI; (2) Coordinate the efforts the FBI's Office
of Public and Congressional Affairs and Special Projects Section to
update and improve information on the tour, to include contact with the
investigating and support divisions to insure their message is provided
to the public; (3) Develop commentary for the Tour Leaders to present
to visitors, insuring that all information is updated on a periodic
basis and/or changed as is appropriate; (4) Develop training for the
Tour Leaders and monitor the results; (5) Monitor the reservation
system employed by the Tour Unit, to include providing suggestions for
insuring that the requests from groups, Congress and other special
reservations are honored; (6) Monitor security issues as they pertain
to visitors on the tour and their access to FBI space and to other
areas of the building; (7) Develop and maintain familiarity with tour
operations as they pertain to other attractions in the area and develop
liaison contacts with these institutions to promote FBI interests; (8)
Mange the functions of the FBI Headquarters Firearms Range, to include
insuring the range is operating in a safe condition and all weapons are
handled, fired and stored properly; and (9) Qualify to FBI standards on
weapons fired at the FBIHQ Range to include pistol, MP5 and submachine
gun. All responsible sources able to meet the requirements listed
herein are requested to identify their interest and ability to meet
this requirement by submitting information, to include technical
capability, pricing and any other information which shows a bonafide
ability to meet this requirement within 45 calendar days of this
notice. All responses received will be considered if clear and
convincing documentation indicates that it is advantageous to consider
their offers. If no affirmative responses are received the FBI will
commence negotiations with Mr. Jeffrey W. Maynard. The offeror awarded
the resultant contract shall be subject to a background investigations
the scope of which will be determined by the FBI. All inquires shall be
