The Naval Air Warfare Center Weapons Division, China Lake, California, intends to procure air weapons systems survivability analysis services. Work to be performed includes the following: vulnerability analysis, susceptibility analysis, survivability analysis, lethality analysis, mission effectiveness analysis, cost and operational effectiveness analysis, air-vehicle battle damage repair analysis, analytical and test data acquisition and reduction, test and analytical data review, assessment of analytical estimates, assessment of test results on targets survivability estimates including proposed design changes to enhance survivability, test planning and reporting for ballistic systems tests, test planning and reporting for susceptibility tests, and simulation development, enhancement, operation, maintenance and related support. The Standard Industrial Classification Code is 8711. A five year cost plus fixed-fee IDIQ contract is contemplated and minimum and maximum quantities will be established. This is a Best Value procurement. Significant technical expertise in analysis and simulation for air weapons systems survivability is required. No award will be made to a foreign or foreign-owned contractor. Access to classified data up to and including TOP SECRET is required in the performance of this contract.
