Stec, Contracting Officer, (507) 272-4075 This CBD replaces the CBD announcement issued on December 19, 1995. Sources sought for special purpose electric towing locomotives. Scope: The Panama Canal Commission (PCC) is interested in procuring ten to twenty new locomotives to assist vessels transiting the locks of the Panama Canal. The performance of the new units should be very similar to existing units but incorporating newer proven technology. The PCC will test a prototype unit in actual lockage operations before approving fabrication of production units. Description: The locks locomotives run along the locks chambers on tracks with a 5-foot-gauge rails and a central continuous rack. The rack is engaged by the locomotive pinion drive and safety wheels system. The rack and pinion provide the traction required to tow vessels and go over steep inclines (50% grade), while the safety wheels secure the locomotives to the track system. The locomotive is electrically powered off a third rail system below ground level and running along the shore side of the track. Each locomotive has two hydraulic windlass units with 1-inch wire ropes which are attached to the vessels during lockages. Characteristics of Existing Locomotives: Dimensions: 34' length, 8'-3'' width, 12'-6'' height; wheelbase: 15'-0''; track: 5'-0'', weight: 110,000 lb.; power: 460V, 3 phase, 60 Hz; speeds 1, 2, 3, 6, and 9 mph; towing capacity: 70,000 lbs. at 1 and 2 mph; pulling capacity of each hydraulic windlass is 35,000 lbs.; brakes: pneumatic operated drum brakes; construction: welded steel frame, stainless steel covers.
