The solicitation will be issued in late January or early February 1996. All offerors must submit technical/management proposal and pricing proposal to be considered for award. Technical/management proposals will be evaluated on the following criteria: Technical Responses to the Statement of Work: Project Management and Corporate Capability; Experience. A pre-award survey will be conducted. Price will also be considered. Award will be made on best-value basis. The contractor shall design, fabricate, deliver, and install replacement drive units and/or spare parts kits to the Topeka Materials Distribution Center, Norman Technical Training Center, and all 21 Bulk Mail Centers. One drive unit shall be delivered and installed for first article testing within 60 calendar days after award.
