B -- GEORGIA DEPARTMENT OF HUMAN RESOURCES, DIVISION OF PUBLIC HEALTH, STRATEGIC MANAGEMENT CAPACITY DEVELOPMENT AND IMPLEMENTATION Funded in part with funds from the Department of Health and Human Services, an Invitation to Bid (ITB) is issued by the Georgia Department of Human Resources, Division of Public Health, 2 Peachtree Street, Suite 7-300, Atlanta, GA 30303 (http://www.ph.dhr.state.ga.us), POC William C. Fields, Assistant Director 404/657-2700, to acquire the services of a qualified firm/consultant to provide support to state and district level Division staff in developing and implementing broad-based strategic directions as the foundation for its operational activities and developing the requisite infrastructure to support this approach on a on-going basis. Contractor will: 1) provide a conceptual and practical framework for an on-going, DPH strategic planning process with feasibility of implementation in terms of rapidly changing resources and operating environment, 2) facilitate a process using a variety of modalities that enable DPH staff to fully comprehend the strategic planning framework and undertake the development of a comprehensive strategic plan for the Division; 3) work with Division staff in the design of a comprehensive, strategic plan based on the outcome of the facilitated process incorporating DPH-generated decisions related to all aspects of the identified framework; 4) train district-level management in components of the state strategic planning framework and document so that local support of the overall state effort is effectuated; and 5) assist in the design of an organizational and staffing structure that enables DPH to assume responsibility for on-going, strategic management.
