Services to complete preliminary evaluation/report, construction
documents and selected construction management services for Project
678-95-101A, Water Supply Corrections, Phase 2, at the Tucson VA
Medical Center. Review and consolidate existing reports of water system
studies, develop corrective construction plans, complete a preliminary
report identifying recommendations, develop complete construction
documents and detailed cost estimates, attend pre-bid and
pre-construction meetings, review contractor submittals, perform
periodic site visits to inspect construction, perform a final
construction inspection, and complete record documents of construction.
Two studies of the water supply and distribution systems (domestic,
irrigation, and fire service) have been completed within the past two
years. Each study had a limited scope and additional work is required
prior to development of construction documents. A plan needs to be
developed in cooperation with City of Tucson Water Department to
include one or more additional taps, ownership of distribution piping,
easements for maintenance, and water system operation. After a plan is
developed and priorities are established, construction documents for
bidding purposes will be developed. Estimated construction cost range
is between $250,000 and $500,000. Selection criteria will include (in
order of importance): 1) Experience of principal designers in
completing water system studies for facilities, civil and electrical
engineering plans and details, and specifying water distribution system
and water well materials and equipment. 2) Experience of A/E firm in
sucessfully working in cooperation with the City of Tucson Water
Department. 3) Recent past performance on projects with Government
agencies and private industry in terms of cost control, quality of
work, and compliance with established performance schedules. 4) Ability
of estimators to provide accurate construction cost estimates that
account for construction phasing requirements. 5) Ability of A/E firm
to provide site investigation, engineering design, and construction
period services at a reasonable fee. Those firms with the requirements
described in this annoucement and wish to be considered, must submit
one copy each of a SF 254 and a SF 255 for the firm and a SF 254 for
each consultant listed in block 6 of the firm's SF 255. One copy of the
submittal package is to be received in this office no later than
4:00p.m., Mountain Standard Time on February 10, 1996. Submittals
received after this date will not be considered. Principals, project
officers, and engineers shall be registered or licensed in the State of
Arizona. Personal interviews may be conducted from the short-listed
firms. Site visits will not be arranged during the submittal period.

set aside for small emerging business (firms whose annual receipts for
