Construction of a new border station including 8 hectares of site
improvement (extensive fill, mitigation of wetlands, utilities, roads,
parking lots, landscaping and signing) and construction of four
buildings totaling approximately 3500 gross square meters. The two
major buildings will be two story structures consisting of spread
footings/steel frame construction with block/brick veneer. These
buildings will consist of lobbies, office space, search and examination
rooms, computer rooms, exercise/shower rooms, an elevator, firing
range, warehouse/loading dock space and integrated inspection booths.
The two buildings will be connected with a bridge containing office
space. The other two buildings will be one-story structures consisting
of spread footing/block and brick construction. One will consist
mainly of garage bays and the other of office space. Existing
facilities (four small buildings totaling 821 gross square meters) will
be demolished. These buildings consist of office space, two-bay loading
dock with warehouse space, high-bay garage, and cattle pens. Structures
are slab-on-grade with two buildings consisting of block and brick and
the other two of wood frame with brick veneer. Some asbestos abatement
will be required in two of the buildings, and lead based paint exists
in three of the buildings. In addition, the portion of Interstate 29
(north and south bound lanes) lying within the boundaries of the new
border station will bedemolished and reconstructed. Reconstruction will
consist of subgrade preparation, geotextile fabric, aggregate base,
permeable stabilized based, and joint reinforced concrete pavement
along with some curb and gutter. Construction will be performed in
three primary phases with the intention of having minimal if any impact
to the ongoing operations of the border station. The first phase will
consist of all construction west of the I-29 southbound lane, including
the new facilities, inspection lanes, associated through lanes, site
lighting and signing, wetlands, broker's area, and impound parking lot.
Phase 2 will consist of construction located between the north and
south bound lanes of I-29, including demolition of the existing
facilities, renovation if I-29 southbound lanes, duty free area,
employee/visitor parking lot, north bound truck inspection parking
area, turn around lanes, and associated site lighting and signing.
Phase 3 will consist of I-29 northbound lane renovation with associated
temporary rerouting lanes. The new border station will be occupied by
the existing tenants including U.S. Customs Service, the Immigration
and Naturalization Service, and the Animal and Plant Health Inspection
Service. Estimated price range is $10,000,000 to $15,000,000. The
procurement will be accomplished by use of the ''Two-Step Sealed
Bidding'' procedures. Step one requires the offeror to submit a
technical proposal, without pricing. The Government will evaluate and,
if necessary, discuss the technical proposal with the offeror to
determine the acceptability of the services offered. All responsible
sources may submit a proposal which shall be considered. Step two
involves the submission of :priced'' bids by those firms determined to
be in the competitive range. Request for Technical Proposals will be
issued o/a 1/5/96, with responses due o/a 2/6/96. A pre-proposal
conference is tentatively scheduled for 1:00 p.m. on 1/23/96 in Grand
Forks, North Dakota. This procurement is open to large and small
businesses under the Small Business Competitiveness Demonstration
