reannouncement is published for the benefit of industry. Total funds
are increased by $5.0M to $10.0M. Rome Laboratory is soliciting
research white papers for innovative approaches in the area of Database
Management System Technology. The area of interest centers around the
design and development of a layered system architecture and data model
for a heterogeneous distributed multimedia database management system
(HDM-DBMS). A multimedia DBMS can be defined as a DBMS which can
store, retrieve, and manipulate large volumes of discrete pieces of
data, such as, graphics, imagery, text, voice, video, and collections
of formatted data. A heterogeneous Distributed Database Management
System (DDBMS) refers to a DDBMS with a different DBMS located at each
site within a network configuration. Key areas to be addressed include
data dictionary techniques for translating between different data
models of unique local DBMSs within the distributed environment,
multimedia query processing, storage and retrieval techniques of text,
graphics, imagery, video and audio, transaction management techniques,
temporal mechanisms, data consistency, autonomy, network control
mechanisms, and hardware requirements. The above areas are required
mechanisms which shall be developed to produce and support the
development of a prototype HDM-DBMS. Principal funding for proposals
selected from this announcement began in FY93. A portion of this BAA
will be reserved for Historically Black Colleges, Universities, and
Minority Institutions. In the event sufficient acceptable proposals are
not received to fulfill the reserved portion, that portion reserved
will be awarded to other acceptable proposals received. The cost of
preparing proposals in response to this announcement is not considered
an allowable direct charge to any resulting contract or any other
contract but may be an allowable expense to the normal bid and proposal
indirect cost specified in FAR 31.205-18. Offerors are required to
submit three (3) copies of a five to six page white paper on their
proposed research project to Rome Lab/C3AB, ATTN: Mark D. Foresti,
Reference BAA 93-01 (PKRD), 525 Brooks Road, Griffiss AFB NY
13441-4505; and one (1) copy of the cover letter only by FIRST CLASS
MAIL to Rome Lab/BC, ATTN: Janis Norelli, Reference BAA 93-01 (PKRD),
26 Electronic Pky, Rome, NY 13441-4514. This BAA will remain open until
30 Nov 1998. The purpose of this white paper is to preclude unwarranted
effort on the part of an offeror whose proposed work is not of interest
under this BAA. Do NOT submit proposals at this time. Those white
papers found to be consistent with the intent of this BAA will be
INVITED to submit a proposal. Such invitation does not assure that the
submitting organization will be awarded a subsequent contract.
Complete instructions for proposal preparation will be forwarded with
the invitation for proposal submission. White papers will be evaluated
as they are received. Individual white paper evaluations will be based
on acceptability or nonacceptability without regard to other proposals
submitted under the announcement. Evaluation of proposals will be
performed using the following criteria: a) The overall scientific
and/or technical merits of the proposal. b) The potential contributions
of the effort to the Rome Laboratory mission and the extent to which
the proposed effort will contribute to balancing the overall R&D
program of Rome Laboratory. c) The offeror's capabilities, related
experience, facilities, techniques, or unique combinations of these
which are integral factors for achieving the proposal objectives. d)
The qualifications, capabilities and experience of the proposed
principal investigator, team leader or other key personnel who are
critical to achieving the proposal objectives. e) The offeror's record
of past and present performance. f) The reasonableness and realism of
proposed costs and fees if any, and availability of funds. All the
criteria except f) will be used to evaluate white papers. No further
evaluation criteria will be used in source selection. Options are
discouraged and unpriced options will not be considered for award.
Foreign or foreign-owned offerors are advised that their participation
is subject to foreign disclosure review procedures. An Ombudsman has
been appointed to hear significant concerns from offerors or potential
offerors during the proposal development phase of this acquisition.
Routine questions are not considered to be ''significant concerns'' and
should be communicated directly to the Contracting Officer, Joetta
Bernhard, 315/330-2308. The purpose of the Ombudsman is not to diminish
the authority of the contracting officer or program manager, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. The Ombudsman
for this acquisition is Mr. Vincent Palmiero, Chief, Policy Management
Division at 315/330-7746. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
