OF CONTRACT ACTION - Electronic Systems Center (ESC) seeks to procure
up to 140 Integrated Communications Access Packages (ICAP) systems for
operation by military personnel. A previous synopsis concerning this
solicitation was published in the CBD 26 Jul 95. The ICAP will consist
of telephones, local area networks, voice switches, data routers,
multiplexers, intrabase transmission, and ancillary support/packaging
equipment. Equipment configuration and quantities fielded at any given
unit will vary depending on size of the unit, operational mission
supported, and availability of existing inventory equipment. The
Government plans to award one Indefinite-Delivery Indefinite-Quantity
(IDIQ) contract with an initial performance period of 12 months and
total period of performance of six years for orders and eight years for
delivery and support. ESC intends to issue a competitive solicitation
(formal RFP) seeking proposals from qualified firms interested in
providing the above mentioned items on or about 2 Feb 1996. Proposals
shall be due in two stages, at 45 and 90 days after RFP issuance.
Details of submission will be provided in the Instructions For Proposal
Preparation (IFPP). Interested firms that have not previously provided
information regarding their technical, managerial, and financial
capabilities to perform this effort must do so in response to this
announcement to ESC/TGK, Attention: Mr Dale Pease, Contracting Officer,
11 Eglin Street, Hanscom AFB, MA 01731-2120. Companies interested only
in subcontracting opportunities should so indicate in their response.
Firms should indicate whether they are large or small business (the
Small Business Administration's Standard Industrial Code 3669 ''Other
Communications and Equipment, N.E.C.'' applies, size standard is 750
employees) and if they qualify as socially or economically
disadvantaged, or women-owned business. The Government will continue to
post updates to draft documents associated with the procurement of ICAP
on Hanscom's Electronic RFP Bulletin Board (HERBB) until the formal RFP
is released. A draft RFP was posted on HERBB as of 5 Dec 95 with
comments due by 29 Dec 95. This bulletin board is available to all
potential offerors and can be reached through a computer modem by
calling 617-377-1487. An ICAP technical library has been established at
Hanscom AFB, MA, Building 1618, Room 115. The ICAP technical library
will close at 3:00 PM local time on the day that the proposals are due.

617-377-8103. Interested businesses that have not previously requested
the RFP in writing may do so by sending a written request to ESC/TGK,
Attention: Mr Dale Pease, Contracting Officer, 11 Eglin Street,
Hanscom AFB, MA 01731-2120, referencing RFP F19628-95-R-0069 and
identifying a point of contact regarding this action. All responsible
sources may submit a proposal which shall be considered by ESC. An
Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. The
