This is a sources sought announcement only. A solicitiation will not be issued as a result of this announcement. A new CBD announcement will be published if a solicitation is developed. The Naval Surface Warfare Center Dahlgren Division, Coastal Systems Station is seeking potential sources for a multi-purpose adhesive (s) with capability to be applied both in air and underwater (sea and fresh) to an array of surfaces (concrete, metal, etc) in various states of condition. The adhesive (s) must have a quick initial set time of no more than 10 minutes and capable of reaching working strength within 24 hours when exposed to normal ambient and extreme environmental conditions such as seawater down to 29.5 degree Fahrenheit. In addition, the adhesive must have shelf-life of at least one year and have no special storage requirements. After application, the adhesive must have a working life of at least one year. Both off-the-shelf adhesives and promising developmental approaches will be considered. Responses to this announcement should include detailed characteristics and technical descriptions of candidate adhesives in addition to information on historical usage. This announcement should not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.
