The United States Air Force Space and Missile Systems Center (SMC) intends to release a Request For Proposal (RFP) on or about 26 January 1996 for the Network Integration Contract (NIC). The RFP will be published via the PK electronic bulletin board system (BBS) and the World Wide Web (WWW) at http://www.laafb.af.mil/PK/NIC/rfpnic.htm. The files will be in Microsoft( Office format (Word, Excel, Powerpoint). The numbers for the BBS are (310) 363-6612 (9600 baud), (310) 363-6613 (9600 baud), or (310) 363-1004 (2400 baud). You must have a password, issued by SMC/PK, to gain access to this BBS. Once a password has been assigned, the PK BBS is accessed like any other BBS. The BBS and web site allow downloading only. Small at the address set forth below in this announcement. The Space and Missile Systems Center (SMC) Satellite and Launch Control Systems Program Office (SLCSPO) requires tasks to be performed in the area of systems engineering and integration of the Air Force Satellite Control Network (AF SCN). The activities will include: 1) analysis of Air Force Space Command and other users documented network requirements, 2) defining the AF SCNs future architecture, 3) defining network planning to include roadmaps for development plans, 4) defining network integration to include the control and the update of the AF SCN A-Spec, and 5) site integration at the nine globally located Remote Tracking Stations and the two control nodes located at Onizuka Air Station and Falcon AFB, which requires the real time facilitation of modifications installed by the development directorates, and establishment of configuration management policy. The estimated period of performance for this effort will be up to six years. The type of contract contemplated is combination cost plus award fee (CPAF) and Firm Fixed Price (FFP). The tasks involved will require the contractor to provide quick response and to have close connection with the Satellite and Launch Control Systems Program Office (SMC/CW), as well as other AFSCN organizations and their supporting contractors located at or near Los Angeles Air Force Base, CA., Onizuka Air Station, CA., and Falcon Air Force Base, CO. The NIC will be full and open competition, however, small businesses are encouraged to participate. Due to the highly complex nature of the contract effort and the large number of skills required to perform the various tasks, prime-subcontractor and teaming arrangements are encouraged. The Satellite and Launch Control Systems Program Office has included an Organizational Conflict of Interest (OCI) provision in the NIC RFP which may preclude the awarded contractor for NIC from being awarded future AF SCN contracts to include the Range and Comm Development Contract, Network Operations Upgrade Contract (NOUC), CCS Sustainment Contract (CCSC). As a general basis for award for the NIC, the offeror must possess or be able to obtain a Top Secret industrial facility clearance near Los Angeles, CA., Sunnyvale, CA. Companies bidding on this contract must be U. S. based, and personnel supporting this contract must have a Secret clearance. Several contractor personnel are required to have a recent favorable Special Background Investigation (SBI). This synopsis is not a formal solicitation. The Government does not intend to award a contract on the basis of this synopsis or otherwise pay for the information solicited in the RFP.
