Control Ocean Surveillance Center RDT&E Division (NCCOSC RDT&E
Division) intends to procure scientific and engineering support to
conduct investigations for MAGTF C4I product improvements in the areas
of command and control, communications to support amphibious
operations, and computers ranging from workstations to hand-held
devises. The requirement is for a base period of one (1) year with
three (3) option periods of one (1) year each. It is estimated that
11,879 manhours will be expended in the base year and 11,879 manhours
will be expended for each option year thereafter. An indefinite
delivery type of contract with cost plus fixed fee pricing arrangements
is anticipated. Engineering services shall include system engineering
and integration, systems analysis, simulation and modeling, prototype
development, and technology insertion of applicable emerging
technologies into the MAGTF C4I architecture. Systems analysis includes
studies of enhancements to existing USMC command and control sytems,
development of design options, and the use of modeling & simulation to
create realistic scenarios to support training. The scope of the work
includes emerging technology investigations in information processing,
language translation, speech recognition, collaborative planning,
automated tools to support decision-making, over-the-horizon
communications to support amphibious operations, and planning tools to
support Marine Corps operation at the levels of command. Products
generated from performing these services range from technical reports,
concept of operations, product specifications, and design options to
development of hardware and software prototypes. Understanding of the
Navy and Marine Corps command and control procedures and military
doctrine is essential to this procurement. Of particular interest is
the application of emerging technology to investigate C4I concepts and
alternatives in joint Navy and Marine Corps amphibious operations.
Also, investigations to support joint efforts and interoperability with
the other Services is desirable. Performance shall be at the
contractor's facilities. The contractor shall have a facility located
within 1-1/2 hour surface driving time of NCCOSC RDT&E Division San
Diego, CA. The prospective contractor will be required to travel within
the territory of the United States. Overseas travel may be required,
but no travel into hostile areas will be required. Travel to possible
government sites include: NCCOSC RDT&E Division (NRaD) at San Diego,
Ca; Marine Corps Systems Command MARCORSYSCOM (AW) at Quantico, VA;
Marine Corps Tactical System Support Activity (MCTSSA) at Camp
Pendleton, Oceanside, CA; Marine Forces Pacific (MARFORPAC) and
Atlantic (MARFORLANT), Camp Smith, HI and Norfolk, VA. All travel
requirements will be specified in individual delivery orders. All
contractor personnel require at least a SECRET clearance. Additionally
a SECRET facility clearance is required. The solicitation will be
issued on or about 8 February 1996 and close on or about 13 March 1996.
