F -- THERMAL TREATMENT OF PETROLEUM CONTAMINATED SOIL Sol DAHA21-96-B-0001 due 041696. Contact Point: Chief Warrant Officer Todd Horness, Contracting Officer, (612) 632-7402. Thermal treatment of 3,583 tons of petroleum contaminated soils currently stockpiled at the Minnesota Air National Guard Base, Minneapolis/St. Paul International Airport. The contaminated soil was excavated during the removal of underground storage tanks over the past 2-1/2 years. The contaminated soil shall be picked-up by the contractor and transported to the contractor's off-site thermal treatment facility, there to be treated. The remediated soil shall become and remain the property of the contractor. Work in Minnesota requires that the contractor's treatment facility must possess a current air emissions facility permit issued by the Minnesota Pollution Control Agency (MPCA), Division of Air Quality. Contact the MPCA, Division of Air Quality, at 520 Layfayette Road North, St. Paul, Minnesota 55155-3938. The estimated cost range for the work is between $25,000 and $100,000. A firm fixed-price contract is contemplated. This acquisition is 100% set-aside for small business concerns. There will be no SDB evaluation preference. The Standard Industrial Classification (SIC) code for this work is 8744, Environmental Remediation. A small business concern in this industrial code is a firm, including its affiliates, having less than 500 employees. This is a pre-solicitation notice. We anticipate solicitation availability on or about 14 March 1996, with bid opening on or about 16 April 1996. Contractors may request one copy of the solicitation package by submitting a written request to the address shown above. No telephonic or faxed requests will be accepted. The request must be accompanied by a certified check, cashier's check, or postal money order in the amount of $20.00 made payable to TREASURER OF THE UNITED STATES. Deposits are NONREFUNDABLE. The solicitation package will be available for review at the contracting office, Office of the Base Environmental Manager, and at the Minneapolis, St. Paul, and Duluth Builder's Exchanges, Construction Bulletin, and Dodge-Scan.
