Contracting Officer, (318)473-7645. The purpose of this advertisement
is to solicit closing services for acquisitions of wetland easements on
behalf of the United States of America, acting by and through the
Natural Resources Conservation Service (NRCS), USDA. The Wetland
Reserve Program (WRP) and other NRCS programs require utilization of
Department of Justice approved attorneys, abstracters, and title
companies. If you are acting as an agent for a title underwriter in the
issuance of title insurance, and your underwriter has been approved for
the issuance of title evidence in the state (Louisiana) where the
property is located, you need not be approved. The contractor shall
furnish all closing services, including obtaining a Class D-Rural
Survey from a licensed registered land surveyor, and title insurance
from a title company approved by the United States Attorney General.
The contractor will perform the same closing services as in a
commercial transaction, including obtaining deeds and any necessary
curative instruments to assure merchantable insurable title in the name
of the United States of America to the wetland easment. The closing
services will be performed in the parish courthouse of the parish in
which the wetland easement is located, unless the contractor and
landowner mutually agree to a different location. The Louisiana
parishes in which wetland easements may be filed are: Ascension,
Avoyelles, Caldwell, Catahoula, Point Coupee, Franklin, Richland, St.
Landry, Concordia, E. Carroll, Madison, Ouachita, Tensas, Desoto,
Natchitoches, and W. Feliciana. Interested parties should contact the
