commercial items prepared in accordance with FAR Subpart 12.6 as a
supplement with additional information included in this notice --
Delivery to MSFC (FOB Destination) is required within 45 days ARO --
This notice serves as the only solicitation; quotes are being requested
and a written solicitation will not be issued -- This notice is being
issued as a Request for Quotes (RFQ) for a ccd array detector system,
Princeton Instruments (PI) p/n CCD-1100PFUV or equivalent, Quantity 1
system -- System consists of the following: (1) detector head, 1100 x
330 CCD format, uv coated, 24 x 24 micrometers pixel size, 26.4 x 7.9
mm active area, thermo-electric (TE) cooling with nitrogen backfill and
coolant, operating temperature -50 deg C (+/- 5 deg C); (2) interface
cable, 6 meters (+/-1m) long, twisted shielded pairs; (3) controller
(PI p/n ST-138 or equivalent), provides circuits to control the CCD
array, to digitize the CCD output and to control the CCD temperature,
also houses a power supply for CCD temperature regulation; (4)
interface card, PC/AT compatible; (5) software: hardware control
software, supports all hardware timing modes, including external
synchronization and external triggering; binning and grouping options,
including single or multiple spectra; variable readout rates up to the
maximum speed allowed by computer; Windows based software (Winspec or
equivalent): operates under Microsoft Windows; controls all CCD array
systems and ST-138 (or equivalent) controller; control of system
parameters including timing, readout rate, binning, and grouping; live
display of multiple spectra; real-time processing including background
subtraction and flat fielding; autoscale and zoom in on live data; 3D
display mode, automatic wavelength calibration; file export to many
common formats; full featured help accessible thru most dialog boxes;
(6) user interface (Gateway 2000 P5-133 or equivalent): SVGA 17'' color
monitor, non-interlaced 1280 x 1024 pixel resolution (.28dp); 16 MB
RAM; 1.62 GB 9ms DMA mode 2 EIDE hard drive; 6X EIDE CD-ROM drive;
3.5'' and 5.25'' diskette drives; Bernoulli 150 MB removable cartridge
drive internal; 9 Bay Tower case; 104+ keyboard; Intel 133 Mhz pentium
processor -- This procurement is being conducted under the Simplified
Acquisition Threshold (SAT) portion of the Federal Acquisition
Streamlining Act (FASA) -- The provisions and clauses in the RFQ are
those in effect through FAC 90-34 -- If other than the brand name
identified is quoted, then the quoter shall indicate the manufacturer,
brand, and model/part number quoted and provide a description in
sufficient detail to show that the product quoted meets the brand name
identified -- The quoter shall provide a description (including
manufacturer, brand, and model no.) in sufficient detail to show that
the product quoted meets the specifications included in this notice --
If the end product(s) quoted is other than domestic end product(s) as
defined in the clause entitled ''Buy American Act -- Supplies,'' the
quoter shall so state and shall list the country of origin -- The
quoter shall state in their quote their size status for this
procurement as well as whether they are minority or woman-owned -- The
SIC code and the size standard for this procurement are 3829 and 500
respectively -- The quoter shall identify place of performance in their
quote-- Questions regarding this acquisition must be submitted in
writing no later than 1/19/96 -- Companies shall notify this office of
their intent to submit a quote -- Transmission by facsimile to
205-544-9080 or by Internet e-mail to patsy.hoffman@msfc.nasa.gov is
acceptable -- Quotations (including FAR 52.212-3, Representations and
Certifications which may be obtained via the internet at

publication of this notice in the Commerce Business Daily (CBD) to the
address specified above to the attention of Patsy Hoffman, GP24-I --
Selection and award will be made on an aggregate basis to the lowest
priced, technically acceptable quoter -- Technical acceptability will
be determined by information submitted by the quoter providing a
description in sufficient detail to show that the product quoted meets
the Government's requirement -- The period of time expected for the
Contracting Officer to solicit/evaluate vendor quotes and issue the
purchase order will be approximately 45 days from publication of this
notice in the CBD -- An ombudsman has been appointed to hear concerns
from offerors, potential offerors, and contractors during the preaward
and postaward phases of this acquisition -- The purpose of the
ombudsman is not to diminish the authority of the contracting officer
or the selection official, but to communicate concerns, issues,
disagreements, and recommendations of interested parties to the
appropriate Government personnel and to work to resolve them -- When
requested, the ombudsman will maintain strict confidentiality as to the
source of the concern -- The ombudsman does not participate in the
evaluation of quotes, the source selection process, or the adjudication
of formal contract disputes -- Interested parties are invited to call
the installation ombudsman, W.H. Hallisey at 205-544-0092 -- Concerns,
issues, disagreements, and recommendations which cannot be resolved at
the installation may be referred to the NASA ombudsman, Thomas S.
