A--INTRODUCTION: Wright Laboratory (WL/AAKD) is interested in receiving
proposals (technical and cost) on the research effort described below.
Proposals in response to this PRDA shall be submitted by 96MAR20, 1500
hours Eastern Time, addressed to Wright Laboratory, Directorate of R&D
Contracting, Building 7, Area B, Attn.: (Ms. T. Kristina Hansman,
WL/AAKD) Wright-Patterson AFB OH 45433-7607. This is an unrestricted
solicitation. Small businesses are encouraged to propose on all or any
part of this solicitation. Proposals submitted shall be in accordance
with this announcement. Proposal submission after the cutoff date
specified herein shall be treated in accordance with restrictions of
FAR 52.215-10, copy of this provision may be obtained from the
contracting point of contact. There will be no other solicitation
issued in regard to this requirement. Offerors should be alert for any
PRDA amendments that may permit subsequent submission of proposal
dates. Offerors should request a copy of the WL Guide entitled, ''PRDA
and BAA Guide for Industry''. This guide was specifically designed to
assist Offerors in understanding the PRDA/BAA proposal process. Copies

telephone (513)255-6969. B--REQUIREMENTS: (1) Technical Description:
The objective of this effort is to develop and test new Electronic
Warfare (EW) concepts and algorithms based on the results from in-house
and previous contractual programs and adapt/implement these
algorithms/concepts in a software simulation to develop specifications
for developing future and modifying current EW threat warning systems
and ELINT threat analysis tools. The simulation will be a mechanism
for evaluating new concepts applicable to EW and ELINT processing
systems. Current operational systems have highly integrated
Deinterleaving, identification (ID), and signal analysis software. This
program will investigate new and innovative deinterleave techniques
which utilize and exploit correlation, new independent signal type
declaration software, probability analysis in ID generation, pattern
recognition, unintentional modulation on pulse, frequency modulation on
pulse, artificial intelligence, and signal tracking algorithms. As part
of this effort, the contractor should consider the appropriateness of
a Joint Modeling and Simulation System (JMASS) interface. Additionally,
the program will implement/integrate simulations of aircraft flight
path, inertial navigation system (INS), global positioning system
(GPS), interferometric, frequency and time Doppler passive ranging, and
broadband, superheterodyne, and channelized receiver types into the
simulation. The results of these investigations will be used to
modify/enhance the software tools developed in previous programs, Range
Angle Analysis Program (RANGLAN), Precision Location and ID (PLAID)
Program, RAD Insertion Programs, Electronic Warfare Processing Elements
II (EWPE) Program. These developments will be coded in a high order
language, such as ADA or C++, for demonstration on the WL/AAWP-1
Digital Alpha Workstation running OSF UNIX. The major milestones of the
program are: Software Modeling Development (3Q97), CDR (1Q98), Software
Model Validation (1Q99), Software Model Acceptance on Laboratory Alpha
Computer (3Q99), Final Report (3Q99).(2) Deliverable Items: The
following deliverable data items shall be proposed: (a) R&D Status
Report, DI-MGMT-80368/T, monthly, (b) Funds and Man-hour Expenditure
Report, DI-FNCL-80331/T monthly, (c) Project Planning Chart,
DI-MGMT-80507A/T monthly, (d) Contract Funds Status Report (CFSR),
DI-F-6004B/T, quarterly, (e) Presentation Material, DI-3024A/T, as
required, (f) Informal Technical Information Contractor's Billing
Voucher, DI-S-30593/T, bi-monthly, and (g) Scientific and Technical
Reports, DI-MISC-80711/T, (Draft (3 cpys) and Reproducible Final
(1cy)), (h) Software Development Plan, Contractor Format determined at
PDR, (i) Software Users Manual, Contractor Format determined at PDR,
(j) Software Programmers Manual Contractor Format determined at PDR,
and (k) Software Design Document, Contractor Format determined at PDR.
(3) Security Requirements: TEMPEST requirements will apply. Generation
of classified material for this solicitation effort is authorized only
on equipment approved for classified processing by Air Force TEMPEST
authorities. (4) Other Special Requirements: International Traffic in
