SUPPORT OF THE AIR FORCE SATELLITE CONTROL NETWORK (AFSCN) MMERCIAL

(408)752-4052. The Air Force Space Command (AFSPC) 50th Space Wing (50
SW/Falcon AFB CO) 750 Space Group (750 SG/Onizuka AS Sunnyvale CA)
intends to enter into a sole source contract with Booz-Allen & Hamilton
under the authority of 10 U.S.C. 2304(c)(1) to provided technical
services to support the operations of the Air Force Satellite Control
Network (AFSCN) Office of Network Services (ONS). The Specific tasks
required are: 1. Develop operating procedures for the ONS to ensure a
documented process for commercial use of the AFSCN 2. Develop a
preliminary catalog of AFSCN services 3. Develop a cost and pricing
structure for AFSCN services provided to customers that do not fit
within a ''payment in kind'' structure 4. Pathfinder
Experiments-support the 750 SG to establish three pathfinder projects
demonstrating commercial use of the AFSCN.(Pathfinder experiments are
planned to be a commercial low earth orbit communications satellite
constellation a remote sensing satellite and a university experiment).
5. Establish relationships and mechanisms to facilitate system
standards, improve interoperability and identify common military and
commercial command and control capabilities. The contractor shall
facilitate and work with the commercial companies and responsible AFSCN
offices to determine requirments and appropriate AFSCN services. The
contractor shall provide inputs to SMC/CW detailing potential future
network modifications based on these requirements 6. Spaceport
Authorities and Launch Customer Requirements - the contractor shall
work with the regional Spaceport Authorities and their commercial
launch customers in order to meet the requirements for a Launch
Operators License levied by the Department of Transportation. (The
launch customer will require AFSCN launch and early orbit services to
demonstrate the ability to control their spacecraft for the first 30
days after launch. This requirement ensures that a satellite anomaly
cannot endanger a third party) and 7. Security and Priority Assessment
- assist the 750 SG with the concept, strategy, and planning for
commercial use of the AFSCN that ensures security integrity as well as
seamless and continuous support to the remaining network users with
particular focus on OD-4 mission operations. The contractor shall
support the 750 SG in assessing the compatibility and impact of the
commercial user requirements on the AFSCN and b. Industry Forums the
contractor shall participate in key industry forums to highlight the
AFSCN Commercial Space Initiative. The contractor shall attend industry
symposia, workshops, and studies as directed by the COTR; and c.
Policy, Legislation and Regulatory support - the contractor shall
support the 50 SW and 750 SG with the investigation, planning and
preparation of draft policy legislation and regulations associated with
commercial space industry use of the available capacity of the AFSCN.
The contractor shall also maintain an in-depth understanding of current
operations, services, and products. Specific tasking includes 1.
Develop a model for the lease of real estate by the 50 SW to a
commercial customer 2. Develop and coordinate a Letters of Intent
between the 50 SW and each customer, spaceport authority and/or their
launch customers 3. Develop a Memorandum of Agreement (MOA) documenting
customer requirements and AFSCN services to be provided. The contractor
shall establish the framework for an agreement based on a ''payment in
kind'' or reimbursement for services as appropriate. The contractor
shall provide the knowledge and experience required to understand the
commerical venture services, products and infrastructure requirements
are defined in a manner consistent with the services availabe through
the AFSCN. The contractor shall ensure that the commercial requirements
are consistent with and documented according to AFSCN standards 4.
''Payment in Kind'' - investigate with the intent to establish an
administrative mechanism to implement a payment in kind theme. An
example would be to provide AFSCN services to a company collecting
satellite imagery. Booz-Allen & Hamilton (Booz-Allen) is the only
company known to the Air Force that possess the knowledge, experience,
tooling and equipment to perform the tasks described. This requirement
will be a continuation of a study started under a expired Government
contract. Booz-Allen is the only contractor qualified to perform the
completion of the ongoing technical tasks due to the proprietary nature
of data. Period of Performance is from the date of award (est March
1996) through October 1996 and two twelve month options. It is the
Government's intent to negotiate with Booz-Allen & Hamilton, 953
Gallows Road Suite 500 Vienna VA the only responsible source that can
satisfy the agency's requirements. This requirement is based on the
availabity of funding. NO CONTRACT SHALL BE AWARDED ON THE BASIS OF
QUOTATIONS, PROPOSALS, OR OTHER INFORMATION RECEIVED IN RESPONSE TO
THIS NOTICE SINCE THIS SYNOPSIS OF INTENT TO AWARD A CONTRACT TO
BOOZ-ALLEN CANNOT BE CONSIDERED A REQUEST FOR PROPOSAL (RFP). However,
if responses from vendors offering their technical ability and
technical acceptability can be established by examiniation of
literature submitted, then the Contracting Officer may decide to
resynopsize this acquisition under full and open competition. If no
affirmative written responses are received within 10 days after
publication of this notice to the effect that an acceptable alternative
source is available, a contract will be negotiated with Booz-Allen.
