planning and integration services are requested to conduct a
feasibility study and write a Request for Proposal (RFP) document for
the planning, design, development, and implementation of an integrated
information system for the National Logistics Agency (BULOG) of
Indonesia. The Trade and Development Agency will fund this service
project. Four (4) complete copies of the bid documents are to be
submitted to BULOG by 4:00 P.M. February 26, 1996. The National
Logistics Agency ( the ''project sponsor'') invites submission of
qualification from interested US firms which are qualified on the basis
of experience and capability to carry out the feasibility study on the
planning, design, develop, and implement an integrated information
system (''the Project''). The National Logistics Agency (BULOG) plans
to implement a project to plan, design, development, and implementation
of an integrated information system. The consultant will be required to
carry out a number of tasks as part of the proposed feasibility study.
These will include the following: 1. Requirements analysis that
includes process and functional activity models for BULOG's core and
support processes, 2. Detailed design specification that integrates the
resource requirements and services, 3. Implementation plan that
outlines a phased approach to system introduction and support, 4.
Economic analysis (business case) that quantifies the costs, benefits,
and risk for the implementation, 5. Draft solicitation document and
statement of Work for Procurement and Implementation of BULOG's
management information system, and 6. Education and Training plan. A
bid package, including the Terms of Reference, and a background desk
study report are available from the US Trade and Development Agency
(''USTDA''), Room 309, SA-16, Washington, DC 20523-1621. Requests for
the RFP should be faxed to the IRC, USTDA, (fax: (703) 875-4009).

Please include your firms name, contact person, address, and telephone
number. Some firms have found that RFP materials sent by U.S. mail do
not reach them in time for preparation of an adequate response. Firms
that want TDA to use a courier delivery service should include the
name of the courier company and your firm's account number in the
request for the RFP. No telephone requests will be honored. The
selected US firm will be paid in US dollars from a $350,000 grant to
BULOG by TDA. Interested firms, their subcontractors and employees of
all participants must qualify under TDA's nationality requirements as
of the due date for submission of qualifications and proposals and, if
selected to carry out the TDA-financed activity, must continue to meet
such requirements throughout the duration of the TDA-financed activity.
All goods and services to be provided by the selected firm shall have
their nationality, source and origin in the U.S. or host country. The
U.S. firm may use subcontractors from host country for up to 20 percent
of the TDA grant amount. Details of TDA's nationality requirements and
mandatory contract clauses are also included in the RFP. Interested
U.S. firms should submit five copies of their Prequalification
Statements as outlined in the RFP in English directly to the Grantee in
Indonesia. Evaluation criteria for the Prequalification Statements and
the Technical Proposals are included in the RFP. Price will NOT be a
factor in contractor selection, and therefore, cost proposals should
NOT be submitted. The Grantee reserves the right to reject any and/or
all Prequalification Statements or Technical Proposals. The Grantee
also reserves the right to contract with the selected firm for
subsequent work related to the project. The Grantee is not bound to pay
for any costs associated with the preparation and submission of
Proposals. Tenderers must ensure that Tender Documents sent by post
must reach the above address not later than the specified tender
closing date above. USTDA/BULOG shall not be accountable for any delay
in the Postal Service. Evaluation criteria will consist of the
following: 1. Experience in implementing large-scale information
systems up to (35%), 2. Experience in developing integrated logistical
and financial systems up to (35%), 3. Experience in international
projects, including commercial financial packaging up to (15%), 4.
Individual project personnel qualifications up to (10%), 5. experience
in preparing tender documents up to (5%). BULOG reserves the right to
reject any and/or all Proposals. BULOG also reserves the right to
contract with the selected firm for subsequent work related to the
project. BULOG or USTDA are not bound to pay for any costs associated
with the preparation and submission of proposals. Firms agree by their
response to this announcement to abide by the procedures established
for the procurement. Based on the prequalifications statements, BULOG
will develop a short list of qualified firms which will be invited to
submit formal proposals to carry out the proposed feasibility study.
