Supply Center, San Diego CA is issuing this ''Market Research - Sources
Sought'' synopsis to determine if the proposed requirement is currently
available in the commercial market place. Industry comments/suggestions
regarding this effort, may be considered in the final procurement
package, but it should be noted that due to the extensive industry
interest in this requirement, individual responses to this request may
not be feasible. Preliminary draft copies of the Statement of Work and
the Personnel Requirements with a cover letter regarding the market
research, are now available from the Bid Officer. Address your

Jo Escalera at the address/fax number below. The proposed acquisition
is considered a Federal Information Processing (FIP) resource, and an
Agency Procurement Request (APR) has been submitted to the General
Services Administration office for consideration of a Delegation of
Procurement Authority (DPA). Contractor support will be required for
more than 200 Automated Information Systems (AISs) in the areas of, but
not limited to finance, accounting, payroll, transportation, logistics,
personnel, management and other business areas supported by Defense
Finance and Accounting Service - Financial Systems Organization
(DFAS-FSO). The necessary personnel, management, materials,
administrative, technical services, equipment, and software are
required to support this effort. The software and non-software support
services fall within the general areas of software design and
analysis, software development, software reuse support, hardware
migration, programming, debugging, software testing, software
maintenance, software extension, software installation, hardware
installation, document conversion, risk management, economic analysis,
software process, improvement, quality assurance, project management,
prototyping, development of system documentation, training, and the
design, development, modification, conversion, and technology infusion,
and maintenance of automated information systems. Contractor personnel
must be International Standards Organization (ISO) 9000 series
certified, and/or Software Engineering Institute's (SEI) Level 2
certified. Personnel must be fully trained and certified in the
selected tools and methodologies. Note: it is the Contracting Officer's
intention to require the following: For subcontracting effort, 20% of
the value of the contract (vice the customary subcontracted dollars)
will be required to be subcontracted with small business. Further, half
of this goal (that is 10% of the total contract value) must be placed
with small disadvantaged business concerns. The proposed services will
be utilized throughout DFAS-FSO with six major financial system
activities, five DFAS centers and 21 operating locations (OPLOCs). The
initial performance sites are Indianapolis IN, Columbus OH, Cleveland
OH, Denver CO, Kansas City MO, and Pensacola FL. The period of
performance will be 01 October 1996 through 30 September 1997, with
