FUNCTIONAL SUPPORT (AL) POC Charles Evitts, Contract Negotiator/

Aeronautical Systems Center (ASC), Directorate for Acquisition
Logistics (AL) plans to release a Request for Proposal (RFP) on or
about 31 January 96 for a contemplated multiple award of up to three
5-year Time & Material Indefinite Delivery type contracts with two of
these awards set aside for 8(a) firms and one for small business. The
SIC code for this solicitation is 8731 (1,500 employees). The text of
this RFP has been prepared and is being forwarded in electronic media
via the Preaward Information Exchange System (PIXS). The point of
contact for the PIXS is Mike Peck, (513)255-2739. The effort will
involve performing those logistics tasks related to the development,
production, deployment, operation, maintenance, training for, and
support of various weapon systems being acquired through ASC. These
tasks will include the full range of logistics actions required to
analyze problems, define alternative solutions, provide recommended
courses of action, provide written reports and accomplish specifically
assigned work per each task order. It will also require intermittent,
quick response, specialized technical or analytical support for time
critical requirements. The contract will contain a Contract Security
Classification Specification requiring a facility clearance and storage
capability of SECRET. Offerors must possess such classified storage
capability clearances at time of award or be able to demonstrate in
their proposal, capability of successfully obtaining them within 60
days after contract award. The contractor will not need access to
classified material prior to contract award. The successful contractors
should have, or must otherwise, within 60 days of award, establish a
local office within a 25 mile radius of Area B, Building 22,
Wright-Patterson AFB, Ohio with a strong logistics staff and ability to
respond quickly to short turnaround or time critical analysis
requirements. An ombudsman has been established for this acquisition.
The only purpose of the Ombudsman is to receive and communicate serious
concerns from potential offerors when an offeror prefers not to use
established channels to communicate his/her concern during the proposal
development phase of this acquisition. Potential offerors should use
established channels to request information, pose questions and voice
concerns before resorting to use of the Ombudsman. Potential offerors
