Y -- US POSTAL SERVICE IS SOLICITING PREQUALIFICATION STATEMENTS FROM CONTRACTORS INTERESTED IN BEING PLACED ON PREQUALIFIED LIST(S) FOR CONSTRUCTION/NEW POSTAL OWNED FACILITIES IN IA, S.IL, MO, KS. SOL 193045-96-A-0018 POC Jim Carlet, Architect-Engineer,913/831-1855, Ext. 445. This is a Notice of Intent to Solicit written expressions of interest from contractors desiring to be placed on one or more prequalified contractors lists for construction of new Postal Owned facilities in Iowa, Southern Illinois, Missouri, and Kansas. Site size for new facilities may range from 1 acre to 5 acres. New facilities will typically be Main Post Offices (MPO's) customer service, commercial type buildings with steel frame and brick, stucco or pre-cast concrete exterior. Approximate new building size and cost: up to 50,000 SF, up to $5.0M (average 20,000 SF, $2.0M). Individual project contract durations will range from six (6) months to one (1) year from the date of issuance of a Notice to Proceed. Prequalified contractors will be requested in writing to indicate their interest in providing a proposal to accomplish individual projects. Prequalified contractors will not be required to provide proposals on projects outside their area of interest. In order to be prequalified, contractors must meet or exceed the following minimum criteria: (a) five (5) years experience as a prime general contractor, (b) completed two (2) or more successful design-build projects of similar scope and dollar range as the building types indicated above within the last five (5) years, (c) have a valid contractor's license in at least one of the states listed above, (d) offer written letter references as proof of financial stability and bonding capacity, (e) provide references and lists of previous clients, and (f) sufficient capacity (current workload in relation to company resources). In addition to the above requirements, the following criteria will be used in evaluating prequalification packages with maximum points as listed asigned to each item: (a) Related construction experience (25), (b) project staffing (20), (c) financial capabilities including financial report (15), (d) quality control program (5), (e) safety program (5), (f) MBE participation and commitment (5), (g) capacity to perform multiple projects(5), (h) references (5), (i) previous postal projects of similar size and scope (5), (j) project management and scheduling system (5), (k) contractor's geographical location relative to the above noted area (5). Interested firms must complete a ''Prequalification Package'' which will be available at no charge on or about February 16, 1996. This package may be obtained upon written request to: Attn: Jim Carlet, U. S. Postal Service, Kansas City Facilities Service Office, 6800 W. 64th St, Suite 100, Overland Park KS 66202-4171. Submittals must be in the approved USPS Contractor Prequalification Format as contained in the prequalification package. Failure to submit requested information may be a cause for rejection of entire prequalification request. Total submittal package shall be limited to 50 single sided or 25 double sided pages including brochures and promotional material. Prequalification statements will be evaluated by a committee of Postal Service Architectural, Engineering and Real Estate professionals. All firms will be provided with written notification of prequalification status within sixty (60) days of receipt of their application. Firms selected as being the most qualified will be placed on the prequalification list for a period of one year. Actual workload will depend on Postal Service requirements. All firms submitting offers will be notified in writing of the results of the evaluations. The prequalification statements will not be returned. This is not a Request for Proposal. (0011)
