The US Postal Service is advertising for a national construction cost
estimating data base with application. The estimating program would
provide both the construction contractor, Architect Engineers under
contract with the USPS, and the USPS Project Managers a vehicle for
estimating construction projects and turn the estimate into a work
order. The data base of line items should be accessible through a
commercial off the shelf software to the maximum extent possible. The
Contractor would maintain the data base and adjust the Unit Price
Schedule to reflect average market conditions annually. The Contractor
would maintain and update the Postal specifications, drawings, and
details annually to incorporate new products, processes, and techniques
as required by the Postal Service or industry standards. The
specification and drawing/detail data base or any portions thereof must
be accessible to down load for use by the USPS Project Manager. The
system must be Windows compatible. The construction estimating date
base must have the capability of individual area pricing and individual
area unique line items, of which the Contractor would maintain along
with the standard line items. Contractor is to provide line items with
a price that is in accordance with the geographical area the IQC-C
would be for, in ratio with the rest of the Unit Price Schedule, and
with a correct and complete description of work each line item or group
of line items includes, either within each line item or cross
referenced to specifications and or details and drawings. The system
should be able to assemble via a search an unlimited number of line
items from the Unit Price Schedule, organize and assemble the line
items in a standard format, multiply these quantities by the
Construction Contractor's multiplier, and enable the Project Manager to
issue the estimate as a work order both electronically and in hard copy
form to the construction contractor. The work order must contain
certain information required by the Postal Service to identify the
project. The system should provide for the negotiation of line items
that are not contained in the published Unit Price Schedule. Prior to
submitting your offer you are invited to meet with representatives of
the U.S. Postal Service on February 13, 1996 at 10:00 a.m., at the
Kansas City Airport Marriott, 775 Brasilia Ave., Kansas City, MO 64153,
Telephone (816) 243-1290, FAX (816) 464-5613, for a Pre-Proposal
conference. All interested parties must contact the hotel to arrange
for lodging, if required. Attendance at the Pre-Proposal meeting is at
the expense of the Attendees. The Postal Service will not reimburse
travelers to attend the Pre-Proposal meeting. Upon receipt of this
