(BLM) has a requirement to charter two vessels, with captain and crew
to transport, to feed and house six (6) BLM survey personnel, with
equipment and supplies, to various locations in Prince William Sound.
Award will be on an item basis. The charter shall commence and
terminate at Whittier, Alaska. Minimum vessel requirements: Overall
length of fifty-five (55) feet, excluding bowsprits, swim platforms,
and outboard rudders or other protuberances, Main engine(s) continuous
horsepower capable of maintaining a minimum cruising speed of eight
(8) knots, Adequate, dedicated (ie. continuous use), and type of
storage for specified equipment and supplies, Equipped with radio
transceivers, Equipped with electronic navigational equipment
including, as a minimum, Loran or Global Positioning System (GPS),
radar, and depth sounder, Capable of eight (8) hour continuous
operation (underway), Potable water supply on board shall be adequate
for vessel and personal use (shower and washing-up) of Government
personnel and crew members at any one time. Supply must be adequate to
provide water needs for entire charter period (or for extended periods
between resupply) without rationing, Equipped with a clothes washer and
dryer capable, with the vessel's other operational requirements, of
washing and drying a minimum of 2 normal loads of laundry per day.
Normal load of laundry is defined as 20 pounds of clothing, A galley
and dining facility with specified requirements, Equipped with crane or
boom or equivalent, with a sling or equivalent for loading and
off-loading gear and the government skiffs if the skiffs are not towed,
Safe and easy access to and from inflatable skiffs tied alongside, Warm
and dry area exclusively for berthing for each Government employee
meeting specific requirements, Adequate dry storage space for
Contractor furnished immersion suits for all crew and all Government
personnel, On-board electrical generator capable of providing 24 hour
per day continuous 120-volt AC power at 60 Hz, with a minimum 3000-watt
capacity available for government personnel, Equipped with a readily
accessible contractor furnished skiff, Meet all applicable U.S. Coast
Guard requirements (Code of Federal Regulations (CFR) 40 CFR 1-40).
Performance period is from approximately May 25, 1996 to approximately
