announcement is for the purpose of soliciting names of United States
Construction firms or Joint Ventures between United States Consturction
firms and Host Nation Construction firms interested in submitting an
offer on the following project. The U.S. Army Corps of Engineers,
Transatlantic Programs Center requires the building of three (3) each
Warehouses,Vehicle Maintenance Facility, and Supporting Roads, Site
Work and Utilities. Performance quarantees will be required. Estimated
construction value is between $10,000,000 and $25,000,000. To be
considered, a U.S. Construction firm, the firm must perform
construction as a significant portion of its business and must be
incorporated and have its corporate headquarters in the U.S. PROJECT
SCOPE: Project includes the construction of three (3) 100,000 square
foot non-air conditioned warehouses, 13,000 square foot vehicle
maintenance facility, associated site systems, roads and improvements.
All facilities will be of the pre-engineered metal type structures.
ADDITIONAL REQUIREMENTS: All firms applying shall be licensed to do
business in the State of Qatar or demonstrate the ability to be
licensed prior to contract award and comply with the Host Nation laws
and regulations. Host Nation will approve list of responding
contractors. CONTRACT PROCEDURES: Both technical proposal and price
proposal will be required. At minimum, proposals will be evaluated in
the following areas: (1) Reasonableness of price, (2) Technical
competence in electrical and mechnical experience to accomplish the
work, (3) Evidence of past performance relating to similar work, (4)
Management capability indicating successful completion of similar
projects in a timely manner and to a high degree of quality, (5)
Demonstration of offeror's understanding of the scope of the
solicitation, and (6) Evidence of sufficient financial and equipment
resources to obtain necessary performance quarantees and to handle work
placement in an expeditious manner. Tentative date for issuance of
Request for Proposal is 15 February 1996. Tentative date for receipt of
proposals is 31 March 1996. Tentative construction period is twenty
(20) months. NOTE: Firms interested in receiving this solicitation
