Burgr (540) 665-3690 (Site Code DACA78) This announcement is for the purpose of soliciting names of United States construction firms or joint ventures between United States construction firms and Saudi Arabian construction firms interested in submitting an offer on the following project. The U.S. Army Corps of Engineers, Transatlantic Programs Center, requires the renovation of five (5) Apartment Buildings and 2-story School Building, Site Work and Site Utilities in Riyadh, Saudi Arabia. Performance guarantees will be required. Estimated construction value is between $1,000,000 and $5,000,000. To be considered a U.S. construction firm, the firm must: Perform construction as a significant portion of its business; be incorporated and have its corporate headquarters in the U.S.; have paid corporate franchise and employment taxes in the U.S. for a minimum of two years and shall have filed state and federal income tax declaration for a minimum of two corporate years; have paid any applicable taxes determined to be due as a result of such filings; and employ U.S. citizens in key management positions. To be considered a Saudi Arabian firm, the firm must have a minimum of fifty-one percent Saudi Arabian ownership, and must be an independently-owned firm. Firms which are partially or wholly owned, or otherwise affiliated with the Government of Saudi Arabia or its agencies are ineligible. Project Scope: The Project will be a design/construct type contract. The design of the project shall be accomplished by Registered Architects and Engineers who are regularly engaged in facility design. Project includes the renovation of five (5) existing multistory apartment buildings, each approximately 960 square meters and renovation of existing 2,200 square meter 2-story school building into administrative areas. Also included in the project is the construction of a 755 square meter 2-story administrative facility, upgrade of site electrical power distribution, construction of 7,000 square meter fenced storage yard, and associated site systems, roads and utility improvements. Additional Requirements: All firms applying shall be registered to do business in Saudi Arabia or demonstrate the ability to be registered prior to construction award and will comply with the Host Nation laws and regulations. Contract Procedures: Both a technical proposal and price proposal will be required. At minimum, proposals will be evaluated in the following areas: (1) Reasonableness of price, (2) Technical competence in electrical and general building trades experience to accomplish the work, (3) Evidence of past general performance relating to similar work, (4) Evidence of past design and construction performance utilizing U.S. design and construction standards, (5) Evidence of ability to accomplish the project design and demonstration of previous design performance, (6) Management capability indicating successful completion of similar projects in a timely manner and to a high degree of quality, (7) Demonstration of offeror's understanding of the scope of the solicitation, and (8) Evidence of sufficient financial and equipment resources to obtain necessary performance guarantees and to handle work placement in an expeditious manner. Contract will be awarded on a firm-fixed price basis only. Tentative date for issuance of Request for Proposal DACA78-96-R-0015 is 15 March 1996.
