66 -- GROSS LEAK PRESSURIZATION SYSTEM SOL N00164-96-Q-0109 DUE 020196 POC Contact, Terry Davis, Code 1164EJ, 812/854-3704, fax 812/854-3704 Contracting Officer, Doug McDaniel This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Numbered N00164-96-Q-0109 is issued as a Request for Quotation. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 33 and Defense Acquisition Circular 91-9. This action is considered a 100% Small Business Set-Aside in accordance with FAR 19.502-2(a). The Standard Industrial Code is 3824. The Small Business size standard is 500 employees. This is a Brand Name or Equal requirement for: CLIN 0001 - Gross Leak Pressurization System - 1 each- Web Technology Inc. Model 8050-D8-29 or equal. Also included are CLIN 0002- Filler Blocks- 1 Set- Web Technology Model 8FB or Equal and CLIN 0003 Bucket 8'' Stainless- 1 each- Web Technology Model 8CB or Equal. If providing other than Brand Name items the offeror must provide the Manufacturer's Name, Brand, and Model or Part Number along with a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements of this announcement. This may include product literature, or other documents, if necessary. The Salient Characteristics for the Gross Leak Pressurization System: 1. The system must be capable of gross leak testing in full compliance with MIL STD 883, Method 1014C1 and E; MIL STD 750, Method 1071C; and MIL STD 202, Method 112E. 2. A dual tank system with a minimum of two each tanks with minimum dimensions of 8 inches in diameter by 29 inches deep. Each tank shall have its own controller, and all the necessary equipment for independent operation. 3. Each controller shall have, at a minimum, settings for vacuum setpoint, vacuum dwell time, bomb pressure, and bomb pressure dwell time. 4. The system shall have the capability to pull and hold a vacuum setpoint within the minimum range of .5 TORR. to 5 TORR., a wider range is acceptable. The system shall have a minimum vacuum dwell time setpoint adjustable from 0 to 60 minutes. 5. The system shall have, as a minimum, the capability to provide an adjustable bomb pressure of 30 PSI up to 100 PSI and a bomb pressure dwell time setpoint adjustable from a minimum of .5 to 24 hours. The government has available a 120 psig filtered air supply. 6. The controllers shall display at a minimum the station mode, cycle status, pressure or vacuum level, time remaining, ~HELP~ messages, and indicator alarms on each chamber. 7. The vacuum and bomb pressure level gauges provided shall be such that they can be calibrated. Removable gauges are preferred. 8. An accessible storage tank fill and drain system shall be provided. 9. The system shall operate on 115VAC, 60Hz, single phase electric power. 10. This shall be a totally sealed system. There shall be no byproducts or loss of fluid except what is lost by normal evaporation. 11. The gross leak detector test system shall have a fluid filtering system. 12. The system shall use environmentally friendly detector fluid. Documentation shall be provided on the type of fluid and its impact to personnel and the environment. 13. Standard commercial operating and maintenance manuals shall be included. This is anticipated to be a Firm Fixed Price contract. The shipping terms will be F.O.B. Destination, Naval Surface Warfare Center, Crane IN with the inspection/acceptance at Destination. Delivery will be required within 60 days from contract award. The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Offerors responding to this announcement must provide the information contained in 52.212-1, Instruction to Offerors-Commercial Items and must include a completed copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items. The offeror should also provide its Commercial and Government Entity (CAGE) code, Contractor Establishment code (DUNS Number) and Tax Identification Number. If a change occurs in this requirement, only those offerors that respond to this announcement within the required timeframe will be provided any changes/amendments and considered for future discussions and/or award.
