COMPLETION: Forty-two (42) months. The objective of this effort is to
refine the current targeting functionality of the Rapid Application of
Air Power (RAAP) and the production functionality of the target
material/mission planning material support systems to support the
evolution of the Joint Targeting Module (JTM). The effort will include
enhancements to improve performance and be more responsive to
operational needs; upgrade the systems with new versions of
Commercial-Off-The-Shelf (COTS) software; support integration testing
with various operating environments, and respond to user questions on
the existing RAAP system. The Request for Proposal (RFP) will include
a Government prepared Statement of Work (SOW). A read library
containing technical information relating to this acquisition is
available for review by potential offerors at Rome Laboratory/IRRP, 32
Hangar Road, Rome NY 13441-4114. Appointments for access may be made
by contacting Mr. James Sieffert, A/C 315, 330-2344 at least
forty-eight (48) hours in advance. The successful contractor may
receive and/or generate technical data subject to export control in the
performance of the contract. Therefore, prospective offerors must
provide a completed and approved DD Form 2345 which certifies the
offeror is on the Certified Contractors Access List (CCAL) or the
offeror is seeking application to CCAL. The successful offeror must
have a completed and approved DD Form 2345 prior to award. For further

1-800-352-3572. The RFP will be released no sooner than 5 Feb 96. See
Numbered Note 1. The size standard for small business is 500 employees.
Foreign participation is excluded at the prime contractor level. TOP
SECRET/SCI clearances will be required for performance. This effort
requires the use or delivery of Federal Information Processing
resources but it has been determined that FIRMR Part 201-39 does not
apply. An Ombudsman has been appointed to hear significant concerns
from offerors or potential offerors during the proposal development
phase of this acquisition. Routine questions, such as clarifications of
the Statement of Work or the terms and conditions, are not considered
to be ''significant concerns'' and should be communicated directly to
the Contract Specialist, Mr. Robert E. Klees, A/C 315-330-7682. The
purpose of the Ombudsman is not to diminish the authority of the
contracting officer or program manager, but to communicate contractor
concerns, issues, disagreements and recommendations to the appropriate
Government personnel. The Ombudsman for this acquisition is Vincent
Palmiero, Chief, Policy and Management Division, at 315-330-7746. When
requested, the Ombudsman will maintain strict confidentiality as to
the source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. No
telephone requests for the solicitation will be honored. All requests
must be addressed to the attention of the Contract Specialist, Mr.
Robert E. Klees, reference code I-6-4848-D, and contain the
respondent's FAX Number and Commercial and Government Entity (CAGE)
Code. All responsible sources may submit a proposal in response to the
